The cause of this situation is due to problems in site clearance, compensation, support for land acquisition and resettlement for people, and many projects have not been implemented. Facing this situation, Phu Yen province is focusing on solutions to overcome, striving to complete the plan to disburse public investment capital in 2023, under the direction of the Government.
Many unfinished projects
The head of the Management Board of Construction Investment Projects of Phu Yen Province Nguyen Khoa Dam said, that the unit has just reported and proposed to the People's Committee of Tuy Hoa City, to solve the problems of compensation and site clearance of the project. Nine projects and works are being built by the Board as an investor in the city.
These are important projects, serving the socio-economic development of Tuy Hoa City in particular and Phu Yen province in general, with a total investment of trillions of dong. All of these projects have been implemented, but the construction process has encountered problems with compensation and site clearance, leading to delays in progress, halting projects, affecting the disbursement of public investment capital, and causing frustration among local voters.
For example, the project of the Souvenir House of Lawyer Nguyen Huu Tho has an investment of nearly 15 billion VND, and started construction in March 2020, according to the schedule, the work should have been put into use in 2021. But there is no basis for determining a specific land price for compensation and land recovery of a household, leading to many unfinished items. As of December 2020, the work has been temporarily stopped until now.
The southern economic zone of Phu Yen, approved by the Prime Minister, is the driving force economic zone of the province. Every year, a large amount of public investment capital pours into this area to build infrastructure and attract investment.
However, during the implementation process, many projects worth hundreds of billions of dong were behind schedule. There are even projects lasting many years that cannot be completed, the cause is also due to land clearance problems.
Director of the Management Board of Phu Yen Economic Zone Le Xuan Hung said, that policies and regimes on compensation, support and resettlement, still have many shortcomings and are not clearly compared to reality, so when deployed implementation, functional units are still confused.
The local concerned agencies have not been consistent in determining the prices of crops and livestock; specific land price determination procedures; or determining financial obligations, when people receive resettlement land, he added.

Besides, the households affected by the project said that the compensation from the State is not satisfactory. In some cases, resolutely refused to receive compensation because they thought that the compensation unit price was too low, or some households ask for resettlement land and pay inappropriate support.
Solutions
Faced with the slow progress of key projects, the Provincial Construction Investment Project Management Board and the Economic Zone Management Board have repeatedly reported and proposed to the local People's Committees, where the projects are located and need coordination to accelerate site clearance.
The People's Committee of Phu Yen Province has also directed and requested Tuy Hoa City and Dong Hoa Town, to complete site clearance and hand it over to the investor in April 2023 and no later than the third quarter of 2023. Facing urgent requirements on site clearance for the construction of projects that are behind schedule, local authorities have also considered a plan to implement enforcement procedures and land recovery, following the law.
Standing Vice Chairman of the People's Committee of Phu Yen province Le Tan Ho said, that compensation, support and resettlement to implement projects in the province is an urgent and important task. The authorities of establishments having investment projects must be flexible, and mobilise people in site clearance, support and resettlement so that people are well aware.
In addition, Phu Yen has determined that the disbursement of public investment capital is a key task in directing and administering the province's socio-economic development in 2023. To disburse 100% of the public investment plan in 2023, the province has directed departments, branches and localities to completely solve difficulties and obstacles from 2022 to the present and problems arising in 2023.
The province has also required units and localities to regularly inspect, supervise and strictly handle organisations and individuals that intentionally cause difficulties, obstruct or slow down the progress of capital allocation and disbursement; promptly replace cadres, civil servants and public employees who are weak, engaged in corrupt and negative behaviours, in the performance of their duties.
Investors have also been requested to focus on completing procedures, speeding up project implementation, and striving to complete the disbursement of the entire public investment capital plan in 2023.
