Elevating theoretical research on new issues in Party’s awareness of national security

The Ministry of Public Security, in coordination with the Ho Chi Minh National Academy of Politics and the Central Theoretical Council, held a ceremony in Ha Noi on July 20 to summarise the cooperation programme between the two sides for the 2021-2026 period and sign a new cooperation programme for the 2026-2031 period.

Over the past five years, the two sides have coordinated and carried out many outstanding tasks, such as theoretical research on protecting the Party’s ideological foundation in the new context; theoretical research on the people’s security posture linked to the national defence posture; and research on many theoretical issues concerning the building of a revolutionary, regular, elite, and modern People's Public Security force in accordance with Politburo Resolution No. 12-NQ/TW, dated March 16, 2022.

In addition, activities to summarise practical experiences and conduct practical surveys to supplement and develop theory have also been implemented and are increasingly going into depth; the two sides have coordinated research, appraisal, and evaluation of research programs, projects, and topics related to the expertise of the Ministry of Public Security and the Central Theoretical Council.

Speaking at the ceremony, Nguyen Xuan Thang, former Politburo Member and Chairman of the Central Theoretical Council, stated that, over the past five years, the coordination programme has been implemented in a serious, scientific, and systematic manner, becoming a tradition. The programme has closely followed the practical requirements of protecting national security, ensuring social order and safety, and building the People’s Public Security force; it has also made a significant contribution to the development of the theory of national defence and improved the quality of strategic advice for the Party and the State.

The coordination programme has completed a significant volume of work with high quality, while the effectiveness of the coordination activities has been ensured and significantly improved, he said, adding that many tasks and contents developed by the two agencies have contributed to summarising some theoretical and practical issues on national security protection over 40 years of reform, and have effectively contributed to the drafting of the Party’s 14th National Congress documents.

Speaking at the ceremony, Doan Minh Huan, Politburo Member, Director of the Ho Chi Minh National Academy of Politics, emphasised that the coordination programme between the Ministry of Public Security and the Central Theoretical Council for the 2021-2026 period was implemented comprehensively and synchronously, achieving many important and practical results in both theory and practice.

He suggested that both sides continue to build and improve the coordination mechanism, focusing on theoretical research and practical summaries to clarify the guiding viewpoints, ideas, principles, and solutions for implementing the task of ensuring security and order, building a revolutionary, regular, elite, and modern People’s Public Security force, meeting the objectives and requirements of the Party’s 14th National Congress Resolution. At the same time, they should proactively research and forecast new issues arising from practice and promptly provide scientific arguments to serve as advice and proposals to the Party Central Committee, the Politburo, and the Secretariat in formulating and promulgating strategic policies and guidelines on national security protection and ensuring social order and safety in the new situation.

In his concluding remarks, General Luong Tam Quang, Politburo Member, Minister of Public Security affirmed that, through the coordination programme, the relationship between the Central Party Committee of Public Security, the Ministry of Public Security, the Central Theoretical Council, and the Ho Chi Minh National Academy of Politics continues to be strengthened and developed.

He noted that the coordination programme is not only a relationship between the two agencies, but also a mechanism for mobilising and connecting the theoretical wisdom of the Party with the rich practical knowledge of the People’s Public Security force; thereby improving the quality of strategic advice to the Party and the State in the field of national security protection and ensuring social order and safety.

On the occasion, the Minister of Public Security and the Director of the Ho Chi Minh National Academy of Politics awarded certificates of merit to 6 collectives and 18 individuals for their outstanding achievements in implementing the coordination programme.
