Addressing voters at the meeting, General Phan Van Giang briefed them on the national situation and recent socio-economic development outcomes. Specifically, in 2025, the Party and state implemented resolutely and in a coordinated manner a range of historic guidelines and policy decisions that have created momentum for national development.

The economy maintained positive growth; the two-tier local government apparatus has gradually moved into stable operation; political security has been firmly maintained; and the organisation of major national commemorative events left a strong impression on the public and international friends alike.

The Central Military Commission and the Ministry of National Defence have effectively advised the Party and the state on military and defence strategies; played a core role in building an all-people national defence, strengthening defence capacity, and safeguarding the Fatherland; and maintained a proactive posture, handling situations skilfully and flexibly to avoid passivity or surprise.

General Phan Van Giang noted that the global and regional security and political situation in 2026 is expected to remain complex and unpredictable. Domestically, Viet Nam will hold the 14th National Party Congress as well as elections for the 16th National Assembly and People’s Councils at all levels for the 2026–2031 tenure, and begin implementing the resolutions of Party congresses at all levels. These developments will place increasingly high demands on the tasks of national construction and defence.

Therefore, Thai Nguyen Province needs to continue closely monitoring the situation in order to adopt appropriate, timely and effective policies; to act proactively and flexibly in leadership and administration; to demonstrate strong determination, major efforts and decisive action; and to strive to meet and exceed the socio-economic targets that have been set.

He urged the province to review, amend, supplement and complete legal regulations on planning; to continue resolutely and synchronously implementing administrative procedure reform and digital transformation; to ensure the smooth and effective operation of the two-tier local government model; to focus on cultural and social development; to ensure social welfare and improve people’s living standards; to care for and support war invalids and martyrs’ families, policy beneficiary households, poor households, and ethnic minority communities; and to continue strengthening national defence and security.

On the occasion, on behalf of the Central Military Commission and the Ministry of National Defence, General Phan Van Giang presented gifts to nine collectives and 200 policy beneficiary families and disadvantaged households in Thai Nguyen Province.
