The working session focused on the implementation of recent resolutions and conclusions of the Central Committee; the arrangement of local apparatus in conjunction with the organisation of Party congresses at all levels towards the 14th National Party Congress; national defence and security work; the implementation of local economic growth tasks and the work of ensuring social security and improving people’s lives.
According to the report at the conference, in recent years, Lam Dong, Dak Nong and Binh Thuan provinces have achieved many positive results across various fields, with GRDP growth rates having been maintained at a fairly high level. All three provinces have focused on developing areas with high potential such as high-tech agriculture, processing industry, renewable energy and eco-tourism.
The three provinces have actively and seriously implemented major policies of the Central Government such as Resolution No. 60-NQ/TW, Directive No. 45-CT/TW, Conclusion No. 150-KL/TW... on the arrangement of provincial administrative units, streamlining the apparatus, and preparing for party congresses at all levels for the 2025-2030 term. Projects to merge provincial levels, organise district levels, and build two-level local governments have been seriously and methodically implemented, closely following the Government’s direction and in accordance with the reality of each locality.
Concluding the conference, General Secretary To Lam affirmed that each locality has its own identity and outstanding strengths, contributing to creating a rich, multi-dimensional and development space with high potential. However, the economic scale of each province is still small, not commensurate with its potential. The administrative apparatus is still cumbersome, and inter-sectoral and inter-regional coordination is loose. Some places have a local mentality, reducing the effectiveness of management and overall strength. These limitations need to be seriously recognised and resolutely addressed for comprehensive development in the coming period.
The General Secretary stated that rapid development must be sustainable, and that the green development orientation must be steadfast, with the Central Highlands headwater forests, La Nga river basin, Cai river, Luy river and Binh Thuan sea area being strictly protected as ecological shields for the entire South Central and Southeast regions.
The new province needs to clearly establish strategic breakthroughs and effectively implement the important policies of the Party, especially the resolutions of the Politburo: Resolutions No. 57-NQ/TW, No. 59-NQ/TW, No. 66-NQ/TW and No. 68-NQ/TW.
Regarding the recommendations and proposals of the three provinces, the General Secretary assigned the Office of the Party Central Committee to synthesise and send them to the relevant agencies for research and urgent consideration to resolve them within their authority, ensuring compliance with legal regulations and in the spirit of maximum support for the localities.
