Under the agreement, the two units will coordinate in disseminating information about national sovereignty over seas and islands, the Viet Nam Border Guard Law and the traditions of the Viet Nam People’s Army; educating students about revolutionary ideals, morality and lifestyles; providing legal knowledge; and equipping students with life skills. Priority will be given to raising awareness and improving skills in preventing and combating drug abuse, school violence and drowning, as well as ensuring traffic safety and safety in cyberspace.

The two units also agreed to maintain practical experiential activities, career counselling and military admissions guidance; organise cultural, artistic and sports exchanges, voluntary activities and environmental protection initiatives; and support students facing difficult circumstances.

At Dong Tac Fishing Port in Phu Yen Ward, the Tuy Hoa Border Guard Station attended the programme “The Viet Nam People’s Navy as a Mainstay for Fishermen to Venture Offshore and Stay at Sea”, organised by Brigade 682 of Naval Region 4. As part of the programme, agencies, units and local authorities presented fishermen with 1,000 kg of rice, 50 gift packages, 50 lifebuoys and 50 life jackets. They also donated five bicycles to children of disadvantaged fishermen who had overcome difficulties and achieved good academic results. The organisers additionally presented 800 national flags and distributed 400 leaflets providing information about seas and islands and legal regulations governing fishing activities.

Through these activities, the programme helps encourage fishermen to overcome difficulties, continue venturing offshore and staying at sea, improve their awareness of law compliance, and strengthen their responsibility for participating in safeguarding the nation’s sovereignty over its seas and islands.

In the land border area, the Ia Rve Border Guard Station under the Dak Lak Provincial Border Guard Command held a conference to sign a twinning agreement with the Ia Rve Boarding Primary and Lower Secondary School in the border commune of Ia Rve for the 2026–2030 period. The agreement aims to strengthen coordination in traditional education, legal dissemination, student welfare and the development of solidarity between the armed forces and local people in the border area.

The conference was attended by representatives of the Dak Lak Provincial Border Guard Command; representatives of local Party committees and authorities; officers and soldiers of the Ia Rve Border Guard Station; and the school’s staff, teachers and students.

Under the twinning agreement for the 2026–2030 period, the Ia Rve Border Guard Station and the Ia Rve Boarding Primary and Lower Secondary School will focus on coordinating the implementation of six key groups of activities, linking students’ education and training with the task of managing and safeguarding national territorial sovereignty and border security.

The main priorities are to coordinate the dissemination of information on the law and legal education; educate students about the nation’s history and traditions, the traditions of the Viet Nam People’s Army and the Viet Nam Border Guard; and raise students’ awareness of national territorial sovereignty and border security, the significance of the national boundary line and boundary markers, and citizens’ responsibilities in safeguarding the border.

The two units will also coordinate in disseminating legal regulations concerning border areas, entry and exit, drug prevention and control, human trafficking and smuggling. At the same time, they will help improve students’ skills in preventing and combating school violence, child abuse, accidents and injuries, drowning, and safety risks in cyberspace.

Alongside information and education activities, the two units will organise traditional education programmes, exchanges, visits and practical experiential activities at the border guard station, helping students learn about border management and protection duties, as well as the qualities, sense of responsibility and discipline of border guard soldiers.

Activities such as storytelling about traditions, learning about local history, developing disciplined conduct and daily routines, protecting the environment and participating in community activities will be organised in ways suited to students’ ages and actual conditions, with their safety ensured. Cultural, artistic and sports activities celebrating the Party, President Ho Chi Minh, their homeland and country, border guard soldiers, and solidarity between the armed forces and the people will also be organised.

In the field of social welfare, the two units will coordinate in reviewing and monitoring the circumstances of disadvantaged students, poor students striving to overcome difficulties, and those at risk of dropping out, so that appropriate forms of encouragement and support can be provided. They will pay particular attention to encouraging students who achieve good results in their studies and conduct, and work together to raise families’ awareness and encourage them to ensure their children attend school regularly, thereby helping maintain school attendance and reduce dropout rates.

In addition, the two units will maintain information exchanges and share experience in education, student training and management. They will also coordinate the organisation of activities marking major holidays and anniversaries, as well as the traditional days of the Viet Nam People’s Army, the Viet Nam Border Guard and the education sector.
