The resolution also highlights the importance of building a pure and strong Party organisation and political system; ensuring national defence, security, and social welfare; promoting cultural traditions, identity, and the great national unity, as well as the spirit and aspiration for progress; and accelerating the development of science, technology, innovation, digital transformation, green transition, and the private economy.

The province aims to turn it into a centre for processing and manufacturing industries, renewable energy, high-tech agriculture, services, tourism, semiconductor production, and artificial intelligence (AI).

Notably, the congress reached a consensus on 10 economic, 14 social, seven environmental, and two Party-building targets.

By 2030, the province’s total budget revenue is projected to exceed 41 trillion VND (1.55 billion USD), and total export turnover for the 2026–2030 period is expected to surpass 17 billion USD.
