Ha Noi determined to implement Red River Scenic Boulevard Axis project

Ha Noi Party Secretary Tran Duc Thang has issued a directive on strengthening Party leadership at all levels in the implementation of the Red River Scenic Boulevard Axis project.

Ha Noi Party Secretary Tran Duc Thang has issued a directive on strengthening Party leadership at all levels in the implementation of the Red River Scenic Boulevard Axis project.

The project, scheduled to run from 2026 to 2038, plays a key role in promoting urban development along both banks of the Red River and enhancing the quality of the capital’s central area, in accordance with the Ha Noi Capital Master Plan with a 100-year vision.

To that end, the project must be implemented with the highest level of political determination, in a decisive, coordinated, and scientific manner in full compliance with regulations.

The Standing Board of the Ha Noi Party Committee stressed the need to ensure a balance of interests between the state, the people, and society, with citizens placed at the heart of the process and recognised as its principal beneficiaries and participants.

It also emphasised the need to fully safeguard the lawful and legitimate rights and interests of residents.

The standing board called for investment preparation, site clearance, resettlement area construction, and project implementation to proceed on schedule and in compliance with legal requirements.

At the same time, oversight of land acquisition, compensation, resettlement, and the handling of public petitions will be strengthened.

The standing board also required the strict application of the principles of openness, transparency, democracy, and objectivity throughout the process of planning, land acquisition, compensation, resettlement, and project implementation, while ensuring that residents have access to accurate and comprehensive information in a timely manner.

Ha Noi will introduce a package of measures to support vocational training, job transitions, and sustainable livelihoods, while facilitating access to healthcare services and ensuring educational opportunities for the children of households affected by land acquisition.

New residential areas must be equipped with fully integrated technical and social infrastructure, with living conditions and essential services equal to or better than those available in residents’ previous communities.

The city will also establish a mechanism for regular and transparent dialogue with the public and ensure that the legitimate concerns and aspirations of residents are addressed in a timely manner.
