Opening the meeting on January 14, Nguyen Duy Ngoc said that on January 10, Party General Secretary To Lam, Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man held a working session with the Standing Board of the Ha Noi Party Committee, offering in-depth discussions and strategic guidance.
The General Secretary emphasised that Ha Noi must position itself as a national development-creation hub, leading and shaping new development models and thinking, while maximising its distinctive potential. Successful solutions in Ha Noi, he noted, would have a strong spillover effect nationwide.
Nguyen Duy Ngoc urged delegates to thoroughly grasp the General Secretary’s conclusions in order to finalise draft proposals at the highest level before submission to competent authorities, including the Politburo, the Government and the National Assembly.
He highlighted the close interconnection among three major tasks: proposing a new resolution to replace Resolution No. 15-NQ/TW, revising the 2024 Capital Law, and formulating a master plan for the capital with a 100-year vision. Together, these form the foundation for addressing key bottlenecks such as urban order, traffic congestion, environmental pollution, flooding and food safety.
Regarding growth ambitions, Nguyen Duy Ngoc stressed that achieving growth of over 11% in 2026 and the 2026–2030 period requires a fundamental shift in the development model, with science, technology, innovation, digital transformation and high-quality human resources as central drivers.
He noted that total social investment would need to reach about 750 trillion VND (28.5 billion USD) in 2026, drawing on state, private and foreign sources.
The meeting also reviewed plans to fast-track major projects under special mechanisms, including a healthcare complex for the elderly linked to Ha Noi Medical University and a digital technology park.
