Ngo Ngoc Van, Director of the Ha Noi Traffic Construction Investment Project Management Board (representing the investor) said that the project aims to gradually complete the traffic infrastructure system according to the planning; serve daily travel demands, reduce traffic congestion, speed up the formation of urban areas in the area.

The project starts at Km3+504, connecting with Ky Vu Street, Thuong Cat Ward, and ends at Km8+731, linking to National Highway 23B, Thien Loc Commune.

The bridge will feature a cable-stayed structure.

The total length of the bridge and its approach roads will be 5.226 kilometres, including 1,321 metres of approach roads and 3,904.6 metres of bridge span. The bridge will be wide enough for eight lanes (six for motor vehicles and two for non-motorised traffic). The project has a total investment of over 7,300 billion VND from the city’s budget, and is expected to be completed by 2027.

Speaking at the ceremony, Duong Duc Tuan, Vice Chairman of the Ha Noi People's Committee, emphasised that this is an investment project in the list of key projects in Programme No. 03-Ctr/TU on March 17, 2021 of the Ha Noi Party Committee on urban embellishment and urban economic development of Ha Noi in the 2021-2025 period.

The project contributes to completing the transport infrastructure system under the planned framework, connecting the northern area of the Red River, contributing to improving the Ring Road 3.5. It plays a crucial role in strengthening connectivity between the northwestern area and the central urban zone of the city, helping to ease traffic flow on Ring Road 3 and fostering Ha Noi’s socio-economic development.

Tuan suggested that the investor and contractors focus a maximum of human resources, equipment to organise urgent, scientific and safe construction; and strictly comply with all legal and technical standards to ensure quality, technique, and aesthetics.

During the construction process, the units ensure order, labor safety and environmental sanitation, have appropriate construction measures to minimise the impact on traffic in the area; complete the project on schedule approved by competent authorities.
