The Chairman requested directors and heads of municipal departments and agencies, as well as chairpersons of ward and commune people’s committees, to thoroughly understand and implement guidance on the extreme danger posed by Storm Matmo as the city faces the risk of compound disasters (storms, floods, flash floods, landslides). They are to devise and carry out decisive, proactive, timely, and effective response plans suited to conditions in each locality and at each time, ensuring the safety of people’s lives and property.
The chairman instructed all local authorities to promptly complete reviews, assessments and statistics on damage caused by Storm No. 10 and by floods, flash floods, and landslides. Maximum focus should be placed on assisting displaced and evacuated residents, repairing damaged homes, and restoring essential infrastructure. He also called for efforts to clear waterways, lower water levels in lakes, and drain buffer areas in both inner and outer drainage systems to prepare for the arrival of the storm and possible ensuing floods.

The chairman urged continued direction for environmental cleanup, sanitation, and the resumption of production, business, services, and goods circulation activities, especially agricultural production, to help residents quickly stabilise their lives and sustain local economic growth.
He further instructed ward and commune leaders to lead and direct the readiness to implement response measures to the Storm, with top priority given to ensuring the safety of people’s lives, especially the elderly, children, pupils and other vulnerable groups. Authorities must review evacuation plans, stand ready to relocate residents to safety before the storm makes landfall, and conduct rescue operations in the event of emergencies.
Forces are to be deployed to guide and control traffic, restrict movement through deeply flooded roads, fast-flowing water crossings, or landslide-prone areas; ensure readiness of personnel, materials, and vehicles for emergency response; and increase inspection of the dyke system, promptly detecting and addressing incidents from the outset. Dyke patrols and protection must be strictly implemented throughout the flood season as prescribed.
Ward and commune people’s committees must actively review and prepare plans for evacuating residents and relocating property to safe areas in locations at high risk of landslides, low-lying flood-prone zones, riverside areas, and sites that may become isolated or directly affected by flash floods from upstream.
The chairman assigned the commander of the Ha Noi Capital Command and the director of the Ha Noi Police Department to ensure readiness of forces and means, in coordination with relevant agencies, to implement disaster prevention and response tasks as regulated.
The director of the Department of Agriculture and Environment was instructed to coordinate with the Department of Construction and neighbouring provincial departments of Agriculture and Environment to operate and regulate water drainage systems effectively; review and prepare measures to handle incidents and ensure the safety of reservoirs, dams, irrigation and dyke works, and disaster prevention facilities.
The chairman also requested that the director of the Department of Education and Training prepare measures to ensure the safety of teachers and students, and, depending on weather conditions, proactively direct schools at all levels to suspend classes when necessary.
Notably, the chairman encouraged all agencies and organisations to arrange for officials, civil servants, public employees, and workers to work online from home on Monday, October 6, 2025, in the event of severe weather conditions.
