Functions and powers of the National Assembly’s Committee for National Defence, Security and External Relations

Pursuant to Resolution No. 71/2025/UBTVQH15 dated February 18, 2025 on the specific functions, powers, and organisational structure of the Ethnic Council and the Committees of the National Assembly, the Committee for National Defence, Security and External Relations has the following functions and powers:

1. To examine draft laws, ordinances, and resolutions of the National Assembly and the National Assembly Standing Committee in the fields of national defence, security, social order and safety, and external relations; and to examine other reports, projects, and proposals within its assigned areas or as assigned by the National Assembly or the National Assembly Standing Committee.

2. To examine the compliance with national defence and security requirements in draft laws, ordinances, and resolutions before submission to the National Assembly and the National Assembly Standing Committee; to examine fundamental policies on external relations; to take the lead in examining international treaties subject to ratification, decisions on accession, or termination by the National Assembly; and to examine proposals of the Prime Minister regarding the approval of the appointment or dismissal of Ambassadors Extraordinary and Plenipotentiary of the Socialist Republic of Viet Nam.

3. To oversee the implementation of the Constitution, laws, and resolutions of the National Assembly, and ordinances and resolutions of the National Assembly Standing Committee; to supervise the activities of the Government, ministries, and ministerial-level agencies in carrying out national defence and security tasks, foreign policies, the integration of economic development with national defence and security, and vice versa, in strategies, plans, policies, projects, and socio-economic development programmes and in each locality; to oversee the conclusion, accession to, and implementation of international treaties and international agreements; to oversee the implementation of policies concerning overseas Vietnamese and foreigners in Viet Nam, as well as other matters under the Committee’s responsibility.

4. To oversee legal normative documents issued by the Government, the Prime Minister, ministers, and heads of ministerial-level agencies within the fields under the Committee’s responsibility.

5. To make recommendations on matters relating to national defence, security, social order, and safety; the State’s foreign policies; relations with the parliaments of other countries and with global and regional inter-parliamentary organisations; matters relating to the organisation and operation of relevant bodies; and other issues under the Committee’s responsibility.

6. To submit draft laws and resolutions to the National Assembly, and draft ordinances and resolutions to the National Assembly Standing Committee in the fields under the Committee’s responsibility.

7. To serve as the focal body for diplomatic relations with the parliaments of other countries and with global and regional inter-parliamentary organisations of which the Vietnamese National Assembly is a member; and to maintain relations with parliamentary committees responsible for external affairs in other countries.

8. To perform other tasks as assigned by the National Assembly and the National Assembly Standing Committee.
