Functions and tasks of the Office of the National Assembly

Pursuant to Articles 1 and 2 of Resolution No. 22/2022/UBTVQH15 of the National Assembly (NA) Standing Committee on the functions, tasks, powers, and organisational structure of the Office of the National Assembly:

Functions of the Office of the National Assembly

The Office of the National Assembly is an administrative body responsible for providing general advisory and support services to the National Assembly, the NA Standing Committee, the Chairman of the National Assembly, the Vice Chairpersons of the National Assembly, the Secretary-General of the National Assembly, the NA’s Council for Ethnic Affairs, the Committees of the National Assembly, the boards under the NA Standing Committee, and National Assembly deputies.

Tasks and powers of the Office of the National Assembly

1. Organise services for sessions of the National Assembly and meetings of the NA Standing Committee; organise the implementation of work programmes and other activities of the National Assembly, the NA Standing Committee, the Secretary-General of the National Assembly, the NA’s Council for Ethnic Affairs, the NA’s Committees, and the boards under the NA Standing Committee.

2. Advise and assist the National Assembly, the NA Standing Committee, the NA’s Council for Ethnic Affairs and the NA’s Committees in legislative work; assist the NA Standing Committee in interpreting the Constitution, laws, and ordinances.

3. Advise and assist the National Assembly in deciding fundamental policies on socio-economic development, the state budget, nationally important projects, national defence, security, foreign affairs, ethnic and religious policies of the State, as well as state organisational and personnel matters within the authority of the National Assembly.

4. Advise and assist the National Assembly in exercising supreme oversight over the observance of the Constitution, laws, and resolutions of the National Assembly; and in exercising supreme oversight over the activities of the President, the NA Standing Committee, the Government, the Supreme People’s Court, the Supreme People’s Procuracy, the National Election Council, the State Audit Office, and other bodies established by the National Assembly.

Advise and assist the NA Standing Committee in supervising the implementation of the Constitution, laws, and resolutions of the National Assembly, and ordinances and resolutions of the NA Standing Committee; and in supervising the activities of the Government, the Supreme People’s Court, the Supreme People’s Procuracy, and the State Audit Office. Advise and assist the supervisory activities of the NA’s Council for Ethnic Affairs and the NA’s Committees.

5. Advise and assist the NA’s Council for Ethnic Affairs, the NA’s Committees, and the boards under the NA Standing Committee as assigned, assisting the NA Standing Committee in supervising and guiding the operation of People’s Councils at all levels.

6. Advise and assist the NA’s Council for Ethnic Affairs, the NA’s Committees, and the boards under the NA Standing Committee as assigned, assisting the NA Standing Committee in deciding organisational structures, staffing, and policies applicable to the People’s Courts, People’s Procuracies, the State Audit Office, agencies under the NA Standing Committee, and the Office of the National Assembly; policies applicable to National Assembly deputies; personnel matters within the authority of the NA Standing Committee; the establishment, dissolution, merger, division, boundary adjustment, and reorganisation of administrative units below the provincial and centrally governed city level; and the organisation of referendums in accordance with the law.

7. Assist the Standing Committee of the National Assembly in coordinating work with the President, the Government, the Presidium of the Central Committee of the Viet Nam Fatherland Front, the Supreme People’s Court, the Supreme People’s Procuracy, the State Audit Office, and other relevant agencies and organisations.

8. Coordinate with the Office of the National Election Council in advising and assisting with the organisation of elections of deputies to the National Assembly and People’s Councils at all levels.

9. Advise and assist external relations activities of the National Assembly, the NA Standing Committee, the Secretary-General of the National Assembly, the NA’s Council for Ethnic Affairs, the NA’s Committees, and the boards under the NA Standing Committee.

10. Advise and assist the activities of the Chairman of the National Assembly, the Vice Chairpersons of the National Assembly, members of the NA Standing Committee, and full-time National Assembly deputies serving in the NA’s Council for Ethnic Affairs, the NA’s Committees of the National Assembly, the boards under the NA Standing Committee, and the Office of the National Assembly.

11. Advise and assist the NA’s Council for Ethnic Affairs, the NA’s Committees, and the boards under the NA Standing Committee as assigned in receiving citizens, handling petitions, complaints, denunciations, recommendations, and feedback from citizens; assist the NA Standing Committee in supervising the settlement of citizens’ complaints and denunciations and in compiling opinions and recommendations of voters submitted to the National Assembly.

12. Advise on the preparation of working reports of the NA’s Council for Ethnic Affairs, the NA’s Committees, and the boards under the NA Standing Committee.

13. Manage information, press, publishing, library and museum services, information technology application, and digital transformation of the National Assembly, the NA Standing Committee, and the Office of the National Assembly.

14. Manage the operating budget of the National Assembly. Be responsible for ensuring facilities and other conditions for the activities of the National Assembly, the NA Standing Committee, the Secretary-General of the National Assembly, the NA’s Council for Ethnic Affairs, the NA’s Committees, agencies under the NA Standing Committee, and National Assembly deputies. Organise and manage the agency’s technical infrastructure and assets.

15. Organise administrative, documentation, archival, security, and protocol work for the National Assembly, the NA Standing Committee, the Secretary-General of the National Assembly, the NA’s Council for Ethnic Affairs, the NA’s Committees, the boards under the NA Standing Committee, and the Office of the National Assembly.

16. Issue documents within its authority; consolidate legal normative documents and codify legal provisions in legal normative documents issued by the National Assembly and the NA Standing Committee in accordance with the law; advise and support National Assembly deputies in drafting proposals on laws and ordinances, completing dossiers proposing the formulation of laws and ordinances for submission to the NA Standing Committee and the National Assembly for inclusion in the legislative and ordinance-making programme at the request of National Assembly deputies; facilitate National Assembly deputies in proposing laws and ordinances, proposing the formulation of laws and ordinances, and submitting draft laws and ordinances.

17. Recruit, manage, and employ civil servants, public employees, and contract staff of the Office of the National Assembly.

18. Conduct inspection and examination work; handle complaints and denunciations; deal with violations; prevent and combat corruption and negative practices; practise thrift and combat wastefulness in accordance with the law.

19. Conduct scientific research and international cooperation.

20. Assist the Secretary-General of the National Assembly in performing the following tasks:

a) Advise the Chairman of the National Assembly and the NA Standing Committee on proposed work programmes of the National Assembly and the NA Standing Committee; and on procedures for the activities of the National Assembly and the NA Standing Committee. Assist the NA Chairman and the NA Standing Committee in maintaining contact with National Assembly deputies;

b) Advise and assist the NA Standing Committee in directing the general work of the National Assembly, ensuring compliance with the Rules of Procedure of National Assembly sessions and the working regulations of the NA Standing Committee;

c) Advise and assist the NA Standing Committee in directing, coordinating, and harmonising the activities of the NA’s Council for Ethnic Affairs and the Committees of the National Assembly.

Direct departments, bureaus, and units providing general advisory services, and coordinate with the Standing Members of the NA’s Council for Ethnic Affairs, the Standing Members of the NA’s Committees, and heads of the boards under the NA Standing Committee to direct units directly assisting the NA’s Council for Ethnic Affairs, the NA’s Committees, and the boards under the NA Standing Committee to assign civil servants to support other departments, bureaus, and units of the Office of the National Assembly in performing tasks at specific times to promptly meet the work requirements of the National Assembly and the NA Standing Committee.

d) Propose improvements to the working regime of the National Assembly, the NA Standing Committee, the NA’s Council for Ethnic Affairs, the NA’s Committees, the boards under the NA Standing Committee, and full-time National Assembly deputies in accordance with the direction of the NA Standing Committee;

đ) Prepare work reports of the National Assembly and the NA Standing Committee, as well as reports assigned by the NA Standing Committee, the Chairman of the National Assembly, and the Vice Chairpersons of the National Assembly;

e) Urge the preparation of, and ensure procedures for, submitting draft projects, proposals, reports, and submissions of relevant agencies and organisations to the National Assembly and the NA Standing Committee;

g) Coordinate with the Standing Members of the NA’s Council for Ethnic Affairs, the Standing Members of the Committees of the National Assembly, and relevant agencies and organisations in drafting resolutions on matters assigned by the National Assembly and the NA Standing Committee. Organise the publication of resolutions of the National Assembly and the NA Standing Committee;

h) Perform the duties of spokesperson of the National Assembly and the NA Standing Committee;

i) Organise secretariat services at sessions of the National Assembly, meetings of the NA Standing Committee, and conferences of full-time National Assembly deputies; compile and summarise opinions of National Assembly deputies;

k) Other tasks of the Secretary-General of the National Assembly.

21. Perform other tasks as provided by law or assigned by the National Assembly, the NA Standing Committee, the NA Chairman, and the Vice Chairpersons of the National Assembly.
