Functions and powers of the National Assembly’s Council for Ethnic Affairs

Pursuant to the Law on the Organisation of the National Assembly No. 57/2014/QH13, as amended and supplemented by certain articles under Law No. 65/2020/QH14 and Law No. 62/2025/QH15; and pursuant to Resolution No. 178/2025/QH15 dated February 18, 2025 of the National Assembly on the organisation of the National Assembly’s agencies, the Council for Ethnic Affairs has the following specific functions and powers:

1. To examine draft laws, ordinances, and resolutions of the National Assembly and the National Assembly Standing Committee on ethnic affairs, as well as other reports, drafts, and projects within the Council’s remit, or as assigned by the National Assembly or the National Assembly Standing Committee.

2. To examine the incorporation of ethnic policies in draft laws, ordinances, and resolutions of the National Assembly and the National Assembly Standing Committee before submission to the National Assembly or the National Assembly Standing Committee.

3. To oversee the implementation of the Constitution, laws, and resolutions of the National Assembly, ordinances and resolutions of the National Assembly Standing Committee; to supervise the activities of the Government, ministries, and ministerial-level agencies in fields under the Committee’s remit; and to supervise the implementation of ethnic policies, programmes, and socio-economic development plans in mountainous areas and regions inhabited by ethnic minority communities.

4. To oversee legal normative documents issued by the Government, the Prime Minister, Ministers, and heads of ministerial-level agencies within the fields under the Committee’s remit.

5. To conduct research and make recommendations to the National Assembly on ethnic affairs; to make recommendations on matters concerning the State’s implementation of ethnic policies, matters relating to the organisation and operations of relevant agencies, and other matters concerning ethnic affairs.

6. To submit draft laws and resolutions to the National Assembly, and draft ordinances and resolutions to the National Assembly Standing Committee in fields under the Committee’s remit.

7. To contribute opinions on the issuance of regulations implementing the Government’s policies on ethnic affairs.

8. To perform other tasks as assigned by the National Assembly and the National Assembly Standing Committee.
