Functions, powers of the NA’s Committee for Deputy Affairs

Pursuant to Resolution No. 71/2025/UBTVQH15 dated February 18, 2025 on the specific functions, powers and organisational structure of the Ethnic Council and the Committees of the National Assembly (NA), the NA’s Committee for Deputy Affairs has the following functions and powers:

Functions, powers of the NA’s Committee for Deputy Affairs

1. To examine draft laws, ordinances and resolutions of the National Assembly and the National Assembly Standing Committee concerning the election of deputies to the National Assembly and People’s Councils; the taking of votes of confidence and votes of confidence for persons holding positions elected or approved by the National Assembly and People’s Councils; and other draft projects assigned by the National Assembly or the National Assembly Standing Committee.

2. To examine submissions, schemes and projects concerning the structure and number of members of the Government; the dissolution of provincial-level People’s Councils; the staffing levels, regimes and policies applicable to cadres, civil servants and public employees under the decision-making authority of the National Assembly Standing Committee; and other reports, projects and proposals within the Committee’s remit or assigned by the National Assembly or the National Assembly Standing Committee.

3. To supervise the implementation of the Constitution, laws and resolutions of the National Assembly, and ordinances and resolutions of the Standing Committee of the National Assembly; and to oversee the activities of the Government, ministries and ministerial-level agencies within the areas under the Committee’s responsibility.

4. To supervise legal normative documents issued by the Government, the Prime Minister, ministers and heads of ministerial-level agencies within the areas under the Committee’s responsibility.

5. To make recommendations on matters relating to the organisation of elections; personnel affairs; the organisation and operation of the bodies of the National Assembly, delegations of National Assembly deputies and National Assembly deputies; regimes, policies and other conditions ensuring the performance of National Assembly deputies and People’s Council deputies; and other matters within the Committee’s remit.

6. To submit draft laws and resolutions to the National Assembly, and draft ordinances and resolutions to the Standing Committee of the National Assembly in areas under the Committee’s responsibility.

7. To perform other tasks as assigned by the National Assembly or the Standing Committee of the National Assembly.
