Duties and powers of the Committee on Science, Technology, and Environment

Pursuant to Resolution No. 71/2025/UBTVQH15 dated February 18, 2025 on the specific tasks, powers, and organisational structure of the National Assembly’s Ethnic Council and Committees, the Committee on Science, Technology and Environment has the following specific duties and powers:

1. To review draft laws, ordinances, and resolutions of the National Assembly and the Standing Committee of the National Assembly in the fields of science, technology, innovation, digital transformation, resources (excluding land), environment, climate change adaptation for sustainable development, and other reports, projects, and schemes within its area of responsibility or assigned by the National Assembly or the Standing Committee of the National Assembly.

2. To supervise the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the Standing Committee of the National Assembly; to supervise the activities of the Government, ministries, and ministerial-level agencies in the areas under the Committee’s responsibility.

3. To monitor legal documents issued by the Government, the Prime Minister, ministers, and heads of ministerial-level agencies within the Committee’s purview.

4. To propose solutions on issues related to science, technology, innovation, digital transformation, resources (excluding land), environmental protection, climate change adaptation for sustainable development, issues related to the organisation and operation of relevant agencies, and other issues within the Committee’s purview.

5. To submit draft laws and resolutions to the National Assembly, and draft ordinances and resolutions to the Standing Committee of the National Assembly concerning the Committee’s purview.

6. To perform other tasks as assigned by the National Assembly and the Standing Committee of the National Assembly.
