Duties and powers of the National Assembly’s Committee for Economic and Financial Affairs

Pursuant to Resolution No. 71/2025/UBTVQH15 dated February 18, 2025 on the specific duties, powers, and organisational structure of the Ethnic Council and the Committees of the National Assembly, the Committee for Economic and Financial Affairs has the following duties and powers:

1. To examine draft laws, ordinances, and resolutions of the National Assembly and the National Assembly Standing Committee in the fields of economic, financial, and monetary management, the state budget, land, banking, business activities, state audit, and other projects assigned by the National Assembly or the National Assembly Standing Committee.

2. To preside over examining fundamental policies on national finance, national currency, the state budget, programmes, projects, and plans related to major objectives, targets, policies, and tasks for the country’s socio-economic development, as well as reports, projects, and schemes within its assigned fields or assigned by the National Assembly or the National Assembly Standing Committee.

3. To supervise the implementation of the Constitution, laws, and resolutions of the National Assembly, ordinances and resolutions of the National Assembly Standing Committee; to supervise the activities of the Government, ministries, ministerial-level agencies, the Supreme People’s Court, the Supreme People’s Procuracy, and the State Audit Office in implementing the state budget estimates, programmes, projects, and plans related to major objectives, targets, policies, and tasks on socio-economic development, as well as the implementation of economic, financial, monetary, and budgetary policies and other matters the Committee is responsible for.

4. To supervise legal normative documents issued by the Government, the Prime Minister, ministers, heads of ministerial-level agencies, the Chief Justice of the Supreme People’s Court, the Procurator General of the Supreme People’s Procuracy, and the State Auditor General in the fields under the Committee’s responsibility.

5. To make recommendations on issues related to economic, financial, monetary, and state budget management, land, banking, business activities, state audit, matters concerning the organisation and operation of relevant agencies, and other issues within the Committee’s responsibility.

6. To submit draft laws and resolutions to the National Assembly, and draft ordinances and resolutions to the National Assembly Standing Committee in the fields under the Committee’s responsibility.

7. To perform other tasks assigned by the National Assembly and the National Assembly Standing Committee.
