Minister of Public Security pays working visit to Russia

A high-level delegation from the Ministry of Public Security led by Minister Sen. Lieut. Gen. Luong Tam Quang has visited Russia and attended the 14th meeting of BRICS high-ranking officials responsible for security matters in St. Petersburg city.

Speaking at the September 11 event, Quang emphasised that over the past decade, peace and cooperation have remained a major global and regional trend, while multilateralism and globalisation a predominant trend. However, the global and regional situation has experienced significant turbulence, complex and unpredictable developments, and increased instability. Given this context, international security has faced growing challenges and risks, with non-traditional security threats directly affecting all countries. It requires nations and regional and international organisations to promote solidarity and unify views on security risks, boost dialogue, and expand cooperation.

The official proposed that the high-level security leaders of BRICS member countries and those from the Southern Hemisphere consider several solutions, such as prioritising the building of strategic trust; improving security cooperation frameworks between countries, especially in emerging security areas; enhancing the efficiency and effectiveness of global governance mechanisms to respond effectively to security and stability challenges at both regional and international levels.

They need to actively share information, strengthen cooperation in sharing scientific and technological achievements, training human resources, and mobilising financial resources for preventing and dealing with global security threats and challenges, he said.

Quang went on to say that Vietnam is ready to coordinate and join BRICS countries and Southern Hemisphere nations in meaningful dialogue and cooperation to together address risks and challenges and maintain a peaceful, secure and safe environment for sustainable development.

While in Russia, Quang held talks with Russian Security Council Secretary Sergey Shoigu, during which both sides exchanged views on regional and international issues of common concern, aiming to develop new and crucial collaboration mechanisms and initiatives related to national security for both countries, such as coordinating in ensuring cyber security and information security, and fighting terrorism and transnational crimes.

The Vietnamese official suggested both sides focus on high-level exchanges to convey messages, strengthen trust, and remove difficulties to enhance cooperation across areas; continue mutual support at multilateral and international security and political forums and mechanisms, especially the ASEAN-Russia high-level security consultation mechanism.

On the sidelines of the meeting, Quang had bilateral meetings with heads of delegations from Cuba, Belarus, and India to discuss future collaboration. Earlier, the Vietnamese delegation laid flowers at the statue of President Ho Chi Minh in St. Petersburg.
