NA discusses mechanisms and policies for private sector development

On May 16, continuing the agenda of the 9th session, the National Assembly held discussions on two draft Resolutions of the National Assembly: mechanisms and policies for private sector development, and several special mechanisms and policies to create breakthroughs in lawmaking and enforcement.

The majority of delegates agreed with the promulgation of the draft Resolution on mechanisms and policies for private sector development; stating that this aligns with the Party’s guidelines and policies in documents of the Party Central Committee and the Politburo on removing institutional “bottlenecks” and improving the legal framework to promote private sector development into an important driving force of the economy, especially Politburo Resolution No.68-NQ/TW on private sector development.

Regarding the principle of state management of the private economic sector, many opinions agreed with the policy of strongly shifting from ex-ante control to ex-post control, especially in the management of business conditions; considering this a direction consistent with international practices, contributing to reducing compliance costs for businesses, encouraging entrepreneurship, innovation, and production expansion.

Regarding the issue of access to land and business premises, delegate Le Thu Ha (Lao Cai) emphasised that this is a key content, addressing a significant bottleneck in the private enterprise development strategy, but it is necessary to establish a synchronous, transparent, and sustainable land use strategy linked to business support. Land support policies need to be based on core principles, including ensuring consistency with land use planning following the provisions of the revised Land Law, avoiding the situation of land being reserved but unusable or conflicting with current planning.

Regarding the draft Resolution of the National Assembly on several special mechanisms and policies to create breakthroughs in lawmaking and enforcement, NA delegates affirmed that the NA’s promulgation of a specialised and groundbreaking Resolution, creating specific mechanisms for finance, human resources, and technology for lawmaking and enforcement, is entirely worthy and commensurate with the important and strategic role of this work.

In the afternoon of the same day, the NA held group discussions on the draft Law Amending and Supplementing Several Articles of the Law on Handling Administrative Violations; the draft Law Amending and Supplementing Several Articles of the Law on Promulgating Legal Normative Documents; and the draft Resolution of the National Assembly Amending and Supplementing Several Articles of the Rules of Procedure of the National Assembly Session issued together with National Assembly Resolution No. 71/2022/QH15.
