NA passes revised Notary Public Law

The newly adopted law includes 10 chapters and 81 articles stipulating notaries, notary public practice, notary public institutions, notary procedures and State management over notary public activities.

The promulgation of the revised Notary Public Law will help remedy current limitations and create a legal basis for a new development step in notary services. It is also expected to enhance the quality and the sustainability of notary activities and gradually lead Vietnam's notary services to conform to international practice.

Several new amendments to the law included criteria for a notary, people exempted from notary public training, scope of responsibility of notaries for the translation of documents, and principles of notary public practice, among others.

Particularly, there were many different opinions on Article 10 that regulates the subjects eligible for exemption from notary public training. Under the newly passed law, people exempted from training include judges, prosecutors and investigators with at least five- year experience; lawyers practising for five years or more; professors, associate professors specialising in law; doctors of law; senior judiciary inspectors and senior procurators; and senior officials, researchers and lecturers in the law field.

The law will come into force on January 1, 2015.

During the morning session, NA deputies also discussed the revised draft law on Vietnam People’s Army Officers.
