The tasks include continuing to carry out the “revolution” in streamlining the organisational apparatus, implementing socio-economic development plans to achieve the growth target of 8% or more in 2025, in making breakthroughs in science and technology development, innovation, creativity, and digital transformation, and in creating the foundation and premise for our country to enter the “era of the nation’s rise”.
Promoting the spirit of high responsibility
The recent efforts demonstrate the high determination and great responsibility of the National Assembly, National Assembly deputies, National Assembly agencies, and the National Assembly Office to continue to innovate the legislative process, ensuring prudence, thoroughness, quality, meeting the requirements of practice, improving the quality of decisions on important issues of the country to be increasingly accurate and timely; researching and developing policies to support digital transformation, green transformation, high-tech application, promoting startups, innovation, etc.

Under the direction of National Assembly Chairman Tran Thanh Man, the Vice Chairpersons of the National Assembly, the agencies of the National Assembly, and the Office of the National Assembly have determinedly and resolutely overcome difficulties and challenges; seriously, promptly, and effectively implemented resolutions and conclusions of the Party Central Committee, the Politburo, and the Secretariat, and conclusions of key leaders on streamlining the organisational apparatus, submitting to the National Assembly for consideration and decision on issues of economic growth and breakthrough policies to promote science and technology development, innovation, and national digital transformation, etc.
Specifically, the agencies of the National Assembly and the Office of the National Assembly have advised on the completion of a huge amount of work at the 9th Extraordinary Session with many historic decisions.
Accordingly, the session passed 4 laws and 18 resolutions with a very high voting rate (99% or more) and notably, there were 5 resolutions to reorganise the apparatus of the National Assembly and the Government for the 15th National Assembly term; 6 resolutions to promptly remove difficulties and obstacles in institutions and policies, create breakthroughs to complete infrastructure, maximise resources, create new development space and 7 resolutions on personnel.

In addition, the Standing Committee of the Nationalities Council, the National Assembly Committees, and the National Assembly Office have closely and effectively coordinated to advise and serve the 3 meetings of the National Assembly Standing Committee, including after-hours meetings to promptly review the contents submitted to the National Assembly and the requirements of the tasks.

In particular, in February 2025, the National Assembly agencies advised the issuance of 14 important resolutions of the National Assembly Standing Committee related to the organisation and apparatus arrangement, including: a resolution on specific tasks, powers and organisational structure of the NA’s Council for Ethnic Affairs and the National Assembly Committees; a resolution on the assignment of tasks to the National Assembly Chairman, Vice Chairpersons, and members of the National Assembly Standing Committee for the 15th term; and 12 resolutions on the number and approval of the list of vice chairpersons and members who are full-time and part-time National Assembly deputies at 6 National Assembly Committees after being arranged.
These results have affirmed that the National Assembly is one of the leading agencies in immediately and early implementing the restructuring and streamlining of the apparatus. Up to now, the restructuring of the apparatus of the National Assembly agencies and the Office of the National Assembly has been basically completed.
This is the important basis and premise to continue to successfully complete the restructuring and streamlining of the apparatus of the political system in the coming time, ensuring quality, efficiency and on schedule as set out.
Efforts exerted to ensure the requirements of efficiency, effectiveness and quality
The workload of the National Assembly in the coming time is huge. Recently, Conclusion No.126-KL/TW (dated February 14, 2025) and Conclusion No.127-KL/TW (dated February 28, 2025) of the Politburo have continued to assign many particularly important tasks to the National Assembly.
That continues to place great demands and responsibilities on the agencies and all cadres, civil servants and employees at the agencies of the National Assembly and the Office of the National Assembly.

Under the close direction of the chairman of the National Assembly and vice chairperson of the National Assembly, the agencies of the National Assembly and the Office of the National Assembly will continue to uphold the spirit of responsibility, coordinate closely, be proactive, creative, determined, resolute, determined to do, and strive to overcome all difficulties and challenges to successfully complete the advisory and service tasks; focusing on the following tasks:
First, coordinate with the Government and Government agencies to concretise and effectively implement the laws and resolutions passed by the National Assembly at the 8th Session and the 9th Extraordinary Session of the 15th National Assembly, focusing on drafting documents detailing the contents assigned in the laws and resolutions of the National Assembly.
Second, continue to implement the tasks of reorganising the apparatus of the National Assembly agencies, focusing on completing the reporting to the Politburo, the Secretariat, and the Central Steering Committee on the summary of Resolution No.18-NQ/TW (dated October 25, 2017) of the Party Central Committee; and promulgate guiding documents, regulations, and working regulations of the National Assembly Party Committee.
Advise on adjusting the assignment of tasks of members of the Steering Committees and Drafting Committees to ensure that it is consistent with the actual situation after the reorganisation of the apparatus.
Continue to implement the revision, supplementation, and completion of resolutions, internal regulations, and coordination regulations after completing the work of reorganising the apparatus...

Thirdly, thoroughly grasp and effectively implement the contents of the tasks assigned in Conclusion No.126 and Conclusion No.127 of the Politburo, including important tasks such as: urgently studying and amending a number of articles of the 2013 Constitution related to issues of the organisation of the political system, ensuring progress in submitting to the Party Central Committee for comments and submitting to the National Assembly for consideration and approval according to plan.
With a sense of responsibility and high determination in performing assigned tasks and powers, the leaders, cadres, civil servants and employees of the National Assembly Office have worked day and night, even during holidays, in the context of urgently carrying out tasks to serve the organisation and apparatus arrangement, while having to deploy smoothly, without interruption, especially contributing to the success of the 9th Extraordinary Session of the 15th National Assembly and the meetings of the National Assembly Standing Committee.

Another important content is to urgently review and study the amendments to the Law on Organisation of Local Government; Law on Cadres and Civil Servants; Law on Inspection; Law on Planning; Law on Promulgation of Legal Documents; Law on Organisation of People’s Courts; Law on Organisation of People’s Procuracies; Law on Election of People’s Deputies and People’s Council Deputies... to submit to the National Assembly for consideration and approval at the 9th Session of the 15th National Assembly opening this coming May.
Fourth, continue to coordinate closely, effectively, responsibly, and make efforts to advise on the successful completion of the very heavy workload at the 9th Session (May 2025) and meetings of the National Assembly Standing Committee, in which, it is expected that the National Assembly Standing Committee will organise meetings, including during the National Assembly’s session or after-hours meetings, to consider and decide on the arrangement of administrative units after amending the constitution.
Fifth, urgently study, develop, and complete the project on the direction of the election of deputies to the 16th National Assembly and deputies to People’s Councils at all levels for the 2026-2031 term to submit to the Politburo for comments; coordinate with the Party Central Committee Office to synthesise the opinions of National Assembly deputies on the draft documents of the 14th National Party Congress.
Sixth, continue to implement activities to celebrate the 80th anniversary of the first general election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2026); at the same time, actively build a digital National Assembly, enhance the application of science and technology in the activities of the National Assembly, National Assembly agencies, and the National Assembly Office.

The year 2025 is very important, a year of “acceleration” to create the premise for the successful implementation of the Resolution of the 13th National Congress, to prepare for the 14th National Congress of the Party and this is also the year to prepare for the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026-2031 tenure.
Although the workload in the coming time will be very heavy and stressful, with a spirit of solidarity and high responsibility, the agencies of the National Assembly and relevant agencies, including the Office of the National Assembly, will continue to promote the achieved results, coordinate closely and effectively, actively participate in contributing to the activities of the National Assembly, compete to achieve many practical achievements towards the 80th anniversary of the first General Election to elect the National Assembly of Vietnam; and excellently complete all assigned tasks.
