Nine locations for transit-oriented development in Ho Chi Minh City

According to the Ho Chi Minh City Urban Railway Management Board, Ho Chi Minh City will select nine locations for transit-oriented development (TOD), along Metro Line 1, Metro Line 2, and Ring Road 3 to select investors and implement TOD projects by the end of this year.

This is also the plan that the Ho Chi Minh City People’s Committee has just reported to the Ministry of Construction and submitted to the Prime Minister to implement Resolution No.188/2025/QH15 dated February 19, 2025 of the National Assembly on piloting several specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.

One of the goals of TOD development is to effectively utilise land funds, promote sustainable urban development and provide financial support to construct the metro system in Ho Chi Minh City.

In the immediate future, the city will seek investors for three land plots in District 10, Tan Binh and Tan Phu to build TOD along Metro Line 2 (Ben Thanh - Tham Luong).

One is a land plot of more than five hectares in Tan Binh District (land plot No. 446-448 Hoang Van Thu Street). The second is a land plot with symbol C30 with a scale of 41 hectares, located in Ward 14 (between District 10 and Tan Binh). The third is land plot No. I/82 A, area of 26 hectares, Tay Thanh Ward, Tan Phu District.

According to the Department of Construction, Ho Chi Minh City estimates that about 64,000 hectares of land can be developed into urban areas in the direction of public transport. Of which, about 32,000 hectares are agricultural land, vacant land, 9,000 hectares of industrial land, production land, or functional conversion, and 23,000 hectares of urban land need to be converted and renovated to develop TOD.

According to Phan Cong Bang, Head of the Ho Chi Minh City Urban Railway Management Board, based on specific and special policies, the city will review and adjust the planning of the area surrounding the railway station, adjust the planning, architecture, technical infrastructure and social infrastructure indicators.

The city also allocates local budget capital to implement independent public investment projects to carry out compensation, support and resettlement according to the planning of the area surrounding the railway station to create a land fund for auction for urban development, following the law. At the same time, organise the auction of land funds in the area surrounding the railway station for urban development, following the law.

Based on the principles and criteria set out, from now until the end of 2025, Ho Chi Minh City will identify nine locations for TOD development in districts 10, Tan Binh, Tan Phu, Thu Duc City, and Hoc Mon District. Then, in the 2026-2028 period, TOD will be invested in two other locations in the city.
