Party committees’ role in creating new momentum for private sector

In the more than a year since the implementation of Politburo Resolution No. 68-NQ/TW (dated May 4, 2025) on private sector development, party committees and organisations at all levels have translated the policy into practical programmes, plans, and measures. These efforts have helped improve the investment and business environment, creating favourable conditions for the private sector to realise its potential and become an important driver of the economy.

Translating the resolution into practice through innovative approaches

Immediately after the issuance of Resolution No. 68-NQ/TW, the Standing Board of the Phu Tho Provincial Party Committee drew up Action Plan No. 165-KH/TU (dated June 4, 2025). The plan aims to make the private sector an important driving force for the province’s economic development, contributing to the target of double-digit growth and enhancing local competitiveness.

Following the administrative reorganisation, Phu Tho has focused on helping businesses gain access to land, capital, markets, science and technology; improving mechanisms and policies; and creating a more favourable investment and business environment. The province has also reviewed and cut administrative procedures, addressed the “ask-and-grant” mechanism, and moved away from the mindset that anything that cannot be managed should be banned. The action plan requires each task to be linked to a specific product, with clear responsibilities and deadlines assigned to every agency, unit, and individual in supporting businesses and helping them overcome difficulties.

These efforts have helped stimulate investment, production, business activities, and local economic development. In the first nine months of 2026, the province had 42,260 registered businesses, including 3,840 newly established enterprises with total registered capital of 48.3 trillion VND. Foreign direct investment (FDI) attracted reached approximately 2.4 billion USD during the period, bringing the province’s total registered FDI capital to around 15.3 billion USD. The province’s gross regional domestic product (GRDP) was estimated to have grown by 10.01%, ranking 11th among the country’s 34 provinces and centrally governed cities.

According to the figures provided, under the “24-hour green channel” mechanism, 279 of the 284 applications were processed on or ahead of schedule, representing more than 98%. All 12 applications handled under the “50% green channel” mechanism were also processed on or ahead of schedule.

To further facilitate robust private sector growth, party committees and organisations at all levels have introduced innovative approaches to engaging with the business community, in line with the province’s policies and orientations. The “Business Coffee” model has been launched to provide a space where local leaders can directly listen to businesses’ concerns and aspirations, exchange views, and seek solutions to their difficulties. Recommendations falling within the authorities’ remit are referred to the relevant agencies for action.

To make procedures more convenient for residents and businesses and shorten processing times, the province standardised 2,100 administrative procedures and piloted the “24-hour green channel” and “50% green channel” mechanisms from April 1, 2026. According to the figures provided, under the “24-hour green channel” mechanism, 279 of the 284 applications were processed on or ahead of schedule, representing more than 98% of total applications. All 12 applications handled under the “50% green channel” mechanism were processed on or ahead of schedule.

Creating an effective and sustainable development environment

In Can Tho, approximately 23,000 private sector enterprises are operating in the city following the merger, contributing around 74% of GRDP and approximately 35% of total state budget revenue.

After a year of implementing Plan No. 09-KH/TU (dated October 30, 2025), issued by the Executive Board of the Can Tho Municipal Party Committee to implement Resolution No. 68-NQ/TW, the Can Tho City Party Committee identified private sector development as an important criterion for assessing leadership performance and the fulfilment of political tasks. It linked the accountability of heads of party committees and local administrations to the quality of leadership, direction, and management, as well as the effectiveness of efforts to resolve difficulties faced by businesses and investors.

The City Party Committee has directed party committees at all levels to focus on administrative reform in accordance with the “six clear principles”, placing residents and businesses at the centre of public service delivery. It has also stepped up its efforts to listen to businesses, engage in dialogue, and address emerging obstacles. In parallel, the city has supported small and medium-sized enterprises, encouraged household businesses to convert into enterprises, promoted innovative start-ups, and fostered the development of businesses capable of leading production and supply chains. As a result, the private sector in Can Tho has gained considerable momentum and made an important contribution to the city’s economic growth.

In the first nine months of 2026, Can Tho’s GRDP grew by 7.89%, with growth rate reaching 9.29% in the third quarter alone. The city saw the establishment of 3,253 new enterprises with total registered capital of nearly 22.7 trillion VND. It also attracted 36 new investment projects, comprising 32 domestic projects with total registered capital of more than 38.95 trillion VND and four FDI projects with registered capital of 35 million USD. These results demonstrate that confidence within the business community is strengthening and its vitality is growing.

At the grassroots level, party committees and local authorities have shifted their mindset and actions decisively away from management and support towards creating the conditions for private sector development. In Lieu Tu Commune, where has strong agricultural potential, the Commune Party Committee has proactively led administrative reforms and improvements to the investment environment, enabling private businesses to expand production. The locality has prioritised helping enterprises, cooperatives, and household businesses access digital transformation solutions, while connecting them with relevant departments and agencies to strengthen production linkages and expand markets for agricultural products. Particular attention has been paid to high-quality rice production, organic rice cultivation, and green agriculture models.

So far, the commune has 25 private enterprises, nine more than in 2025, with total registered capital exceeding 62 billion VND. It has connected 13 businesses from within and outside the locality to establish linked chains for agricultural production, processing, and consumption, providing regular employment for approximately 800 workers. In addition, 144 household businesses have been granted business registration certificates, helping to expand private sector activities and create more jobs and income for residents.

Developments at the grassroots level show that party committees and organisations are proactively renewing their thinking and adopting innovative approaches. By translating resolutions into clearly defined tasks, procedures, and responsibilities, while strengthening their role as partners and enablers of development, they are opening greater opportunities for the private sector to enhance production capacity, expand markets, and create jobs, thereby contributing to the double-digit growth target set out in the Resolution of the 14th National Party Congress.
