Flexible in organising party activities
At the Party Cell of Sam Linh Tay village (Tam Quang commune, Nui Thanh district), there are 20 party members, some of whom are fishermen working in purse seine fishing, only returning to the mainland a few days a month. Therefore, the Party Cell chose to organise regular party activities on the 16th day of the lunar calendar so that all party members could be present.
Vo Thao, Secretary of the Party Cell of Sam Linh Tay village, shared that the nature of the seafaring profession requires flexibility in everything, so in organising party activities, it is necessary to adjust them to suit the actual conditions to create conditions for party members who are fishermen to participate fully and effectively; especially to foster solid knowledge and theory so that they can become the center of solidarity and support for other fishermen.
Party members who are fishermen, when they have a firm stance, are imbued with ideology, and have political courage, will contribute to the protection of national sovereignty at sea, guide other fishermen to strictly comply with the law on fishing, and not violate the provisions of the law.

In the Party Cell of Bai Huong village (Tam Hiep commune, Hoi An city), monthly party cell activities are often held in the evening because many party members work at sea and cannot attend the activities during the day. In addition, to improve the quality of Party cell activities, the Tam Hiep Commune Party Committee assigned six Party members who are commune cadres to participate in activities with the Bai Huong Village Party Cell.
Secretary of the Bai Huong Village Party Cell Pham Van Sang shared that the Party members who were strengthened are commune cadres, so they support the Party Committee a lot in organising Party activities, ensuring compliance with regulations.
In coastal areas, the management of Party members and Party cell activities also needs to consider specific factors and flexible and creative ways of doing things, ensuring the principles and regulations of the Party, typically the thematic activities combined between Party cells are considered a suitable way to deal with the characteristics of coastal areas. The content of the combined activities are topics closely related to the life, production and activities of fishermen and people in coastal areas.
This method is very effective when coastal party members have the opportunity to exchange and share professional experiences, as well as propose and advise on many issues related to economic development, conservation, promotion of cultural values of coastal areas and protection of the sovereignty of the sea and islands of the Fatherland.
Dinh Phu Dong, Head of the Organisation Committee of Hoi An City Party Committee (Quang Nam) shared that joint thematic activities are a highly effective way of doing things in coastal party cells. When many villages and residential blocks participate in implementing the topic, the content contribution will be of high quality; the implementation becomes easier and faster.
Bright examples of coastal areas
Young party member Kieu Van Hau, currently active in the Vinh Giang village Party Cell (Binh Nam commune, Thang Binh district), is the only one of four party members who is a fisherman in Binh Nam commune who practices offshore fishing. For a long time, Hau has been a bridge in disseminating the Party’s policies and the State’s laws to “sea friends” who are fishermen participating in offshore fishing, especially in complying with regulations on combating illegal fishing (IUU) and protecting the sovereignty of the sea and islands of the Fatherland.
Kieu Van Hau shared that as a Party member, he always determined that when working at sea, his task is to build a spirit of solidarity, each fisherman is a “living milestone” affirming the sovereignty of the homeland's sea and islands, so he must have the responsibility to respect domestic and international laws.

Quang Nam currently has 19 grassroots party committees in coastal communes with more than 4,700 party members (accounting for 6.5% of the province’s total party members), of which 196 party members are fishermen. Party members in the coastal areas of Quang Nam have promoted exemplary roles; always united and helped each other in all circumstances; knew how to overcome the difficulties of natural and man-made disasters to stick to the sea.
In particular, party members who are fishermen play an important role in gathering and mobilising fishermen to join fishing unions, fishing and aquatic exploitation cooperatives, thereby helping fishermen develop the economy together, increase output, enhance the value of aquatic products and most importantly, they are sovereignty milestones in the East Sea/South China Sea.
Every year, the Standing Committee of the Quang Nam Provincial Party Committee and its subordinate district, town and city Party Committees assign members of the Standing Committee and Executive Committee to be in charge of coastal communes to closely monitor the situation, and together with the Party Committee and People’s Committee at the commune level, promptly resolve difficulties and outstanding issues.
The content of the regular Party cell meetings, in addition to monthly work assessments, also focuses on leading and mobilising fishermen to go offshore to catch seafood, in conjunction with the work of protecting the marine environment, protecting security at sea, especially protecting Vietnam’s sea and island sovereignty.
Head of the Organisation Board of the Quang Nam Provincial Party Committee Phan Van Binh assessed that up to now, the quality of grassroots Party organisations in coastal communes has been improved, and the leadership role of grassroots Party organisations in implementing political tasks of coastal localities has been more clearly demonstrated.
Party members in coastal areas not only actively participate in party activities, but also set an example in propaganda and mobilisation to effectively carry out the work of developing party members from the fishing force.
In addition to the task of participating in building an increasingly strong party organisation, party members in coastal areas have demonstrated their role as a core force, both participating in developing the marine economy and joining hands with functional forces to firmly protect the sacred sovereignty of the sea and islands of the Fatherland.
