Steering Committee 751 was established under Decision No. 751 issued by the Prime Minister on April 11, 2025 to tackle backlogged and problematic projects nationwide.
Secretary of Lam Dong Provincial Party Committee, Y Thanh Ha Nie Kdam, said removing bottlenecks for investment projects is a consistent and urgent priority of the Party and State to prevent waste and stimulate growth.
The province currently has 359 stalled projects with total registered capital exceeding 245 trillion VND (9.34 billion USD), of which roughly 150 trillion VND (5.72 billion USD) has already been disbursed. To date, difficulties have been resolved for 22 out-of-budget projects.
Most obstacles relate to land, planning, investment procedures, overlaps with mineral planning and inspection conclusions issued over different periods.
Provincial authorities sought guidance on 27 key projects, including 21 wind, solar and hydropower schemes worth more than 42.3 trillion VND (1.61 billion USD), and six commercial and tourism projects valued at over 8.67 trillion VND (330.8 million USD), such as Doi Cu Da Lat Palace Golf Course and King Palace (Dinh I).
Concluding the meeting, Permanent Deputy PM Nguyen Hoa Binh stressed that resolving stalled projects, with total capital exceeding 240 trillion VND (9.16 billion USD), would unlock vital resources for socio-economic development. He urged the province to act decisively within its authority and to fully update data to the 751 System to ensure projects meet conditions set out in National Assembly Resolutions 170 and 265, while strictly handling any violations to safeguard discipline and legal principles.
