At the meeting, National Assembly deputy Nguyen Duy Minh said lawmakers would consider 45 draft laws, alongside other legal documents, and discuss socio-economic development, the state budget, oversight and other major national issues.

Priorities include removing legal bottlenecks, improving the business environment, promoting sustainable growth, strengthening decentralisation and developing legal frameworks for digital transformation and innovation.

Since May 2026, Da Nang’s National Assembly delegation has delivered 86 speeches on major draft laws and resolutions and conducted oversight activities, including on reservoir management in the Vu Gia–Thu Bon river basin. It received 155 complaints, denunciations and petitions between May 1 and September 30, forwarding 49 to competent authorities. All 121 issues raised at 16 voter meetings following the legislature’s first session have received responses.

At the October 12 meeting, voters raised concerns about education, online trade, disaster preparedness, urban flooding and administrative reform. They called for better pay and living standards for teachers, greater emphasis on history education, and tougher penalties for online sales of counterfeit or untraceable goods, particularly products affecting public health.

Voters also urged investment in disaster-warning systems, drainage networks and rescue equipment, while questioning the effectiveness of public spending on flood prevention. Some called for clearer measures to assess digital transformation and administrative reform, including time saved and improvements in public satisfaction.

Reporting on the city’s socio-economic performance, Da Nang Party Committee Secretary Le Ngoc Quang said gross regional domestic product grew by 10.31% in the first nine months of 2026, with third-quarter growth reaching 11.83%. State budget revenue totalled 71.5 trillion VND (2.76 billion USD), 7.7% above the annual estimate.

The city has resolved 1,986 of 2,035 long-delayed projects, or 97.6%, while reviewing another 357 for further action.

Quang acknowledged persistent problems with land clearance, land procedures and planning, as well as delays in some construction projects and shortcomings in local infrastructure, schools and healthcare facilities.

He said the city would continue improving its two-tier local government model by strengthening staffing, equipment and funding at commune and ward levels, streamlining administrative procedures and ensuring residents would not need repeated visits or travel to the city level to resolve matters delegated to local authorities. He also urged departments and local administrations to clarify responsibility and deadlines for addressing voters’ petitions.
