Promptly putting legislative decisions into practice

After more than a month of serious, prompt, and responsible work, the 9th session of the 15th National Assembly successfully concluded in the capital city of Ha Noi on June 27, having accomplished a tremendous volume of work.

This was a special session, held amid the country’s efforts to push ahead with institutional reform, streamline the state apparatus, and accelerate its transformation towards fast and sustainable development. The session’s remarkable outcomes reflected the stature, capability, and intellect of the National Assembly, offering vivid proof of the consistent consensus between the Party’s will and the people’s aspirations, thereby laying a solid foundation for the new phase of development.

With an innovative, scientific and efficient spirit, the 9th session fulfilled its entire agenda. The National Assembly passed 34 laws – accounting for more than 50% of all legislation for the whole tenure – along with 14 law-regulated resolutions and provided feedback on six other draft laws. Notably, many of the adopted articles were of critical importance, directly related to institutional completion, administrative reform, and innovation in national governance.

A key highlight was the unanimous adoption of the Resolution amending and supplementing several articles of the 2013 Constitution. This historic event not only marks a new milestone in the country’s constitutional development, but also provided a solid legal framework for implementing the two-tier local government model from July 1, 2025. This model is expected to help streamline the apparatus, enhance administrative efficiency, and promote socio-economic development in accordance with the characteristics of different regions.

Building on the revised Constitution, the National Assembly passed a series of important laws on justice, national defence, finance, education, grassroots democracy, among others. Of particular significance, the amended Criminal Procedure Code and related procedural laws officially recognised the legal validity of electronic data and digital evidence in court trials. This is a breakthrough move, demonstrating the proactive response to the digital transformation trend and meeting the demands of protecting human rights and tackling hi-tech crime in the modern era.

Judicial reforms deliver not only legislative technical value but also carry profound political significance, confirming the commitment to building a clean, modern, and fair judiciary. These efforts help reinforce public trust and affirm the role of the law as a firm foundation for all citizens under a socialist rule-of-law state.

The 9th session clearly demonstrates the "constructive" role of the National Assembly in promoting economic development. The approval of resolutions adjusting and supplementing key infrastructure investment projects such as the Quy Nhon-Pleiku and Bien Hoa-Vung Tau expressways (phase 1), and Ho Chi Minh City’s Ring Road 4, not only addresses regional connectivity bottlenecks but also opens up new development space, helps reduce regional development gap, and creates better conditions to support ethnic minority communities and remote areas.

In addition, the Law on Science, Technology, and Innovation reflects the country’s long-term strategy for building a knowledge-based economy. This policy marks a significant shift for Viet Nam to move beyond a manufacturing hub to become an innovation centre in the global value chain. The National Assembly also paid special attention to the role of the private economic sector by adopting resolutions to remove barriers, protect property rights, and encourage creativity and innovation. All these efforts aim to build a fair, transparent, and competitive investment environment.

One of the notable successes of this session can be seen in the supreme supervision and questioning activities. These were conducted in a frank and responsible manner, focusing on practical issues such as finance, education and training, the budget, and social security policies. Government members’ accountability was raised, earning recognition and appreciation from voters across the country.

The adoption of the resolution to remove overlaps and conflicts in the legal system is a major step forward in institutional reform, not only ensuring consistency and transparency but also improving the effectiveness of national governance and building social trust.

The success of the 9th session of the 15th National Assembly continues to spread strongly in the country’s political and legal life. The major decisions adopted have clearly demonstrated strategic vision, aspirations for advancement, and the National Assembly’s determination to accompany the people in the nation’s continuous journey of renewal and development.

This reflects the result of the Party’s sound and timely leadership, the National Assembly’s effective governance, the close cooperation between the legislative, executive and judicial branches, the active and responsible participation of deputies, and the attention and support of voters and the people nationwide, as National Assembly Chairman Tran Thanh Man emphasised in his closing speech: the 9th session marked a historic milestone in the journey of institutional and legislative reform.

Immediately following this session, the National Assembly called on the Government, ministries, sectors, localities, and the entire political system to swiftly and comprehensively implement the laws and resolutions adopted – especially the organisation and operation of the two-tier local government model from July 1, 2025. This is seen as both a legal requirement and an urgent practical imperative – a decisive step towards realising the aspiration for rapid, sustainable, civilised, and modern national development.

In his concluding message, the National Assembly Chairman conveyed the heartfelt appeal of the legislature to all voters and the people to continue monitoring, offering feedback, and contributing ideas so that legal policies are brought to life in a practical and effective manner, ensuring the legitimate interests of the people and working toward a prosperous, strong, democratic, fair, and advanced Viet Nam.
