Highlighting several reasons for the shortfall in meeting current social housing targets, the Deputy Prime Minister instructed the Ministry of Construction to closely coordinate with local authorities to review all data on social housing development targets. This includes clearly identifying legally qualified projects that are ready for groundbreaking. If there is a discrepancy between registered targets and actual capacity for implementation, responsibilities must be clearly assigned.
Based on this review, the Ministry of Construction is tasked with finalising proposals to adjust social housing development targets for each locality. The overall scale of the national target must remain unchanged, but measurement methods should be revised to better reflect on-the-ground realities.
Effective models should be identified and replicated nationwide to ensure the overarching goal of completing at least one million social housing units by 2030 is achieved.
Regarding financial policy, the Deputy PM requested that the Ministry of Construction work with the State Bank of Viet Nam and the Ministry of Finance to urgently revise provisions related to concessional loans for social housing buyers, as outlined in Decree No. 100/2015/ND-CP on the development and management of social housing.
