This is a “campaign of the people’s hearts” - one of the correct and decisive policies demonstrating the keen thinking and the spirit of “all for the people” of the Party and State.
Leaving no one behind
In late October and November 2025, localities from Ha Tinh to Lam Dong experienced successive natural disasters, floods upon floods, storms upon storms, landslides, and historical flooding, causing enormous damage to people and property.
In this context, on November 21, 2025, the Party Central Committee issued Notice No.99-TB/TW announcing the Politburo’s conclusion on overcoming the consequences of rain and floods in the Central region; The Party Central Committee issued Conclusion No.213-KL/TW to strengthen the Party’s leadership in disaster prevention, response, and recovery, including the decision to establish five working groups led by Party and State leaders to continue inspecting, directing, and supervising the recovery efforts following the recent floods in several localities.
Following the directives of the Politburo and the Party Central Committee, the Prime Minister signed and issued directives focusing on responding to and mitigating the consequences of the exceptionally heavy rains and floods in the Central region; and focusing on recovery, restoring production and business, and stabilizing the lives of people after the floods in the South Central region.
On November 30, 2025, the Prime Minister signed Directive No.234/CĐ-TTg on launching and implementing the “Quang Trung Campaign” to rapidly rebuild and repair houses for families whose homes were damaged by recent natural disasters in the central provinces.
The “Quang Trung Campaign” was the culmination of the policy of “Eliminating temporary and dilapidated houses nationwide,” with the resolute spirit of “leaving no one behind” and the nation’s tradition of “mutual support.”
The heroic spirit of the Tay Son’s swift advance in repelling the 290,000 invading Qing troops in the year of the Rooster (1789) was once again recreated in peacetime, through correct and timely policies, decisive and effective actions.
The “Quang Trung Campaign” is compelling evidence of the superiority of the socialist system chosen by the Party, the great President Ho Chi Minh, and the people.
Thanks to the decisive leadership and guidance of the Party and State leaders, ministries, departments, and governments from the central to local levels, especially the concerted efforts and swift participation of the entire community, the “Quang Trung Campaign” transformed seemingly impossible tasks into reality and concluded with resounding success.
In just 45 days of implementation, 34,759 damaged houses were repaired, allowing people to return to normal life before December 31, 2025; all 1,597 houses that collapsed, were destroyed, or swept away by floods were rebuilt, providing people with sturdy roofs in preparation for the Lunar New Year.

The rapid campaign was a race against time, day by day, hour by hour, igniting the flame of faith and providing strength and resources to families who had just survived the devastating flood; it also boosted morale and motivation for the whole country to enter a new spring with many new victories in a new era.
The victory of the “Quang Trung Campaign” left behind profound lessons: the lesson of inheriting and developing the history and traditions of the ancestors in fighting invaders and defending the country; the lesson of unleashing the strength of national unity; the lesson of proactively developing plans and strategies to respond to natural disasters; and the lesson of the “art of warfare” and organising forces in peacetime in the face of non-traditional security challenges.
Unifying the will of the Party and the hearts of the people
While the entire Party, army, and people of Viet Nam wholeheartedly devoted themselves to implementing the “Quang Trung Campaign,” hostile, reactionary, and politically opportunistic forces continued their old tricks with many false and distorted arguments about the purpose, meaning, and results of the Campaign.
They deliberately fabricated the so-called “man-made disaster” and inferred that the floods in central Viet Nam were “a direct consequence of unscientific and short-sighted development decisions”; they falsely claimed that the leaders of the Party and State were “not close to the people”; they blamed functional agencies for being “passive,” “slow” in forecasting, and “lacking decisiveness” in evacuating people and property; they accused the Viet Nam Fatherland Front of operating “ineffectively” and “lacking transparency”; and they distorted the efforts, contributions, hardships, and struggles of the officers and soldiers of the armed forces as “showing off” and “boasting.” They brazenly distort the results of the “Quang Trung Campaign,” claiming it was merely a “cover-up” to “hide the shortcomings of an unsustainable development picture” in the country.
Notably, they openly call for support for the people in disaster-stricken areas through bank accounts of unknown origin. Through the above-mentioned rhetoric, the aim of hostile, reactionary, and politically opportunistic forces is to attack and deny the superiority of the socialist system we are building; to distort the policies and guidelines of the Party and State; to tarnish the prestige and honour of leaders at all levels; to belittle the role of the Viet Nam Fatherland Front and relevant agencies; to incite division within the national unity, and to deny the achievements and efforts of the entire Party, army, and people in responding to and overcoming the consequences of natural disasters, storms, and floods. They bribed the people’s trust, then used the pretext of “relief” for their own gain.
However, the tremendous results achieved after more than a month of launching and implementing the “Quang Trung Campaign” are proof of the high humanistic and humanitarian nature of the Party and State’s policies; deeply reflecting the feelings, responsibilities, and tradition of solidarity and mutual support of the nation.
Because of this noble purpose and meaning, the Campaign has gathered a large number of forces participating with the utmost determination, urgency, and consensus.
The harmonious blend of "the Party’s will and the people’s hearts” is the source of strength that enables us to defeat all enemies; overcome all difficulties and challenges, turn “danger” into “opportunity”; and build a solid foundation for the entire Party, army, and people to achieve strategic goals and “take off” in the new era of development for the Vietnamese nation.
The miraculous achievement of this “war in peacetime” is a crucial practical basis that contributed to crushing the conspiracies and subversive tactics of hostile, reactionary, and politically opportunistic forces. More profoundly, the “Quang Trung Campaign” was not merely about building and repairing houses for people affected by storms and floods, but also a campaign unifying the “Party’s will” with the “People’s hearts,” manifested in two aspects: the people desire the Party – the Party needs the people; the people seek happiness – the Party strives for the people’s happiness throughout its life.
