Lam acknowledged the sector’s efforts to closely coordinate with litigation agencies to speed up the handling of cases, especially serious and complex corruption, economic and position-related ones under the monitoring of the Central Steering Committee for Prevention and Control of Corruption and Negative Phenomena; and apply different measures to increase the retrieval rate of lost and misappropriated assets.
Stressing the need for the sector to address its existing weaknesses and shortcomings, he requested it to adhere to the principle of ensuring the Party’s comprehensive and absolute leadership; focus on preventing, detecting, and combating the thoughts and manifestations that diverge from the Party's leadership in the process of building projects, draft documents, and resolutions; continue to strictly implement the 2013 Constitution and judicial laws; and promote the building and perfection of institutions.
The leader also required the procuracy to coordinate closely with other agencies to review and amend the Penal Code, the Civil Procedure Code, the Administrative Procedure Law, the Law on Criminal Judgment Execution, and the Law on Bankruptcy to address problems and inadequacies, and ensure consistency and concertedness with the Law on Organisation of the People's Courts (amended) and the Law on Justice for Minors that will be passed by the National Assembly in the near future.
These laws clearly reflect the democratic nature of the country's judiciary and create an important legal basis in the fight against crimes, and in respecting, ensuring and protecting human rights and citizens’ rights. The perfection of these draft laws aims to implement the Party's leadership on the need for concerted legal reform in the judicial sector, he stressed.
It is necessary to uphold and implement the tasks of protecting the law, human rights, citizens’ rights, the socialist regime, the interests of the State, as well as the rights and interests of organisations and individuals, thus contributing to ensuring that the law is strictly and consistently enforced as assigned by the Constitution to the People's Procuracy.
Lam also asked the sector to speed up digital transformation and expand the application of information technology to meet the requirement of building a modern procuracy sector.
