Strengthening relations with Italy and Türkiye, making active contributions to inter-parliamentary cooperation

At the invitations of IPU President Tulia Ackson and IPU Secretary General Martin Chungong, Chairman of the National Assembly Tran Thanh Man, his spouse, and a high-level Vietnamese delegation will attend the 152nd Assembly of the Inter-Parliamentary Union (IPU-152) in Istanbul, undertake a number of bilateral activities in Türkiye, and pay an official visit to Italy from April 11 to 17.

This marks his first official overseas trip following the 14th National Party Congress, the elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term, and the consolidation of the state apparatus of the Socialist Republic of Viet Nam for the new tenure.

The theme of the IPU-152 Assembly is “Nurturing hope, securing peace, and ensuring justice for future generations”. Since becoming an official member of the Inter-Parliamentary Union in April 1979, Viet Nam’s National Assembly has consistently engaged actively and responsibly in IPU activities. Through this platform, Viet Nam has promoted parliamentary diplomacy, strengthened cooperation with legislatures worldwide, enhanced its international profile, and advanced initiatives on sustainable development, climate change, women’s and children’s rights, and digital transformation.

Diplomatic relations between Viet Nam and Türkiye were established on June 7, 1978, and have since developed across multiple fields. Cooperation through Party and local channels has been strengthened, while parliamentary ties have been reinforced through the Viet Nam–Türkiye Parliamentary Friendship Group and the Viet Nam–Türkiye Friendship and Cooperation Association. For many consecutive years, Türkiye has been Viet Nam’s second-largest non-oil trading partner in the Middle East, with bilateral trade reaching 2.3 billion USD in 2025.

Viet Nam and Italy issued a Joint Statement on strengthening their Strategic Partnership in July 2023. Parliamentary relations between Viet Nam’s National Assembly and the Italian Parliament have continued to develop positively. Italy is Viet Nam’s third-largest trading partner within the European Union and ranks 32nd among foreign investors in Viet Nam. Bilateral trade reached 7.3 billion USD in 2025, up 6.2% from 2024. Italy has shown strong interest in expanding cooperation in areas such as aerospace, artificial intelligence (AI), data, nuclear energy, and science and technology.

The working visit by Chairman Tran Thanh Man aims to further implement the foreign policy line set out at the 14th Party Congress: independence, self-reliance, peace, friendship, cooperation, and development; diversification and multilateralisation of external relations; and proactive, comprehensive international integration in the new era. It also provides an opportunity for Viet Nam to convey its development orientations, share achievements after nearly 40 years of renewal, and outline its aspirations towardslong-term strategic goals.

The visit is expected to deepen cooperation between the Vietnamese National Assembly and the Italian Parliament, further advancing the Viet Nam–Italy Strategic Partnership towards a comprehensive strategic partnership, while promoting collaboration in trade, investment, science and technology, defence, security, and culture. At the same time, it will contribute to enhancing Viet Nam–Türkiye relations across multiple areas, including defence, security, economy, Halal industry, healthcare, agriculture, education, and science and technology.

With its consistent policy of valuing and strengthening ties with key partners such as Italy and Türkiye, Viet Nam, through this visit, reaffirms its active, responsible, and substantive role within the IPU and at the IPU-152 Assembly. It also underscores its support for multilateralism and multilateral institutions, while promoting bilateral relations with IPU member states and parliaments, contributing to shared efforts to strengthen peace, cooperation, and sustainable development.
