Resolution 19-NQ/TW (dated July 28, 2026) on innovating Viet Nam's development model, as passed by the third Plenum of the 14th Party Central Committee, marks a strategic shift in Viet Nam's development thinking, from growth goals to innovating the national development model, creating a foundation for realising the aspiration to become a developed, high-income country by 2045, while steadily moving towards socialism.

Party General Secretary and State President To Lam's directives at the third plenum of the 14th Party Central Committee on reshaping the development model, unlocking resources, advancing institutional reform, and striving for economic growth of at least 10% have ushered in a new development mindset for Viet Nam's economy.

The third plenum of the 14th Party Central Committee reached broad consensus on a series of major policies and decisions concerning Party building, the political system, and national development and defence in the new era, including a landmark initiative to renew Viet Nam’s development model.

Modern history shows that there has never been a universally successful model that can be applied perfectly to every country. Sustainable development is only possible when a nation finds a path suited to its own historical circumstances, level of development, governance capacity, and national interests.
