Viet Nam’s new development model discussed

The Institute of Viet Nam and World Economy (under the Viet Nam Academy of Social Sciences) hosted the 2026 Viet Nam Economic Forum themed “A development model based on science and technology, innovation, and digital transformation,” in Ha Noi on March 25.

The forum is a significant academic-policy event aimed at identifying new requirements for national development amid rapidly changing domestic and international contexts, while clarifying both theoretical and practical foundations for establishing Viet Nam’s new development model for the 2026–2030 period and beyond.

The event brought together a wide range of leaders of Party and State agencies, representatives of central ministries and sectors, experts, scientists, policymakers, universities, research institutes, the business community, and central and local media organisations.

The forum was held against the backdrop of Viet Nam facing an urgent need to fundamentally renew its development thinking, improve growth quality, and create new growth drivers and spaces based on science and technology, innovation, and digital transformation, in pursuit of high, sustainable, and inclusive growth in the new era.

The organising committee received numerous papers from experts, scientists, policymakers, and business representatives. These contributions focused on clarifying the concept and content of Viet Nam’s new development model in the context of evolving domestic and global dynamics affecting the country’s transformation process.

They also analysed and assessed practical lessons from other countries in reforming development models, highlighting the role of government in shaping policies for the digital economy, data economy, artificial intelligence, green transition, and the restructuring of global value chains.

Based on these analyses, the papers offered reference lessons for Viet Nam in establishing its new development model. At the same time, they evaluated the current development model, identifying achievements, limitations, bottlenecks, and reform requirements for the coming period.

Participants at the forum agreed that, to realise the goal of rapid and sustainable development in the coming period, Viet Nam needs a new, coherent, and synchronised approach to defining its national development model.

Science and technology, innovation, and digital transformation must serve as core pillars. At the same time, it is essential to ensure close linkages between institutional reform, human resource development, the building of modern infrastructure, the promotion of regional connectivity, and the role of economic actors, particularly the business community, while also making commensurate investments in culture and heritage and ensuring environmental sustainability.

The forum also underscored the need to continue reviewing practical experiences, advancing theoretical development, and translating scientific knowledge into feasible policy proposals, directly serving leadership, governance, and national development management in the new period.

The Viet Nam Economic Forum is an annual scientific event organised by the Institute of Viet Nam and World Economy, aimed at creating a high-quality academic-policy dialogue platform. It seeks to connect research with practice, link knowledge with policymaking, and promote the participation of development stakeholders in addressing major issues of the national economy.
