Eighteen months after the implementation of Resolution No.57-NQ/TW, substantial progress has been forged in establishing the foundation for the development of science, technology, and innovation. However, to secure breakthrough growth, an urgent requirement is to cultivate a highly skilled workforce capable of commanding strategic technologies.

To actualise the strategic objective of cultivating and effectively deploying high-quality human resources, Resolution No. 57-NQ/TW of the Politburo mandates a comprehensive and decisive package of measures for education and training, prioritising postgraduate education.
