Removing bottlenecks
Currently, at the construction site for the expansion of a 23km-plus road—stretching from No Hen Bridge to the access road for Tho Xuan Airport—nearly 100 pieces of machinery and a large workforce are actively engaged in construction. Following a suspension due to a lack of capital, Thanh Hoa Province has now allocated the necessary funds to complete this transport route.
In early October, To Anh Dung, Chairman of the Thanh Hoa Provincial People’s Committee, directed the communes of Hop Tien, Tho Ngoc, and Tho Binh to accelerate site clearance, resolve any remaining issues, and ensure that the entire cleared site is handed over to the contractor by October 15, 2026.
Do Minh Tu, Deputy Director of TVN Investment and Construction Joint Stock Company—who is overseeing the construction of a 1.2km section passing through Xuan Du Commune—noted that work had previously been halted for technical reasons after 30% of the project had been completed. The company has now resumed operations and is working toward the timely completion of the project.
Meanwhile, for the 2.3km road construction section, Tien Dat Construction Joint Stock Company has deployed 13 pieces of heavy machinery and equipment to carry out earthwork—excavation and embankment—across the 1.6km stretch where the site has already been handed over.
At the construction site in Hop Tien Commune, Le Vu Hoang, a technical officer for Tien Dat Construction Joint Stock Company, explained that the area contains numerous ponds and lakes. To reach the required K95 compaction elevation, the ground must be raised with 1.5 to 4.6 meters of fill, necessitating a total of 120,000 cubic metres of earth. By operating in two shifts per day, the company has already completed 30,000 cubic meters of the road embankment.
Currently, the executive leadership, the chief supervisor, and two dedicated task forces from the Provincial Transport Infrastructure Investment Project Management Board are regularly present on-site to oversee operations and urge contractors to accelerate construction.
Pham Van Luc, Deputy Head of Project Management Division 3 at the Thanh Hoa Transport Infrastructure Investment Project Management Board, emphasised that the Board has intensified inspections, supervision, and assessments of each contractor’s equipment and human resources.
Contractors are required to strictly adhere to technical standards and specifications, ensuring project quality, occupational safety, and environmental hygiene throughout the construction process. It is essential that contractors carry out work concurrently to ensure an early completion, allowing the project to become operational and deliver its intended investment value.
Thanh Hoa Province has designated the 30-hectare Vinh Minh Industrial Cluster, aiming to attract new investment while simultaneously reorganising existing production facilities. However, the project’s progress has been delayed due to challenges related to site clearance.
Nguyen Van Hung, Chairman of the Bien Thuong Commune People’s Committee, stated that the local administration has clearly defined roles, tasks, timelines, responsibilities, and authority—assigning specific duties to the leaders in charge, the lead departments, and the relevant technical staff. The concerned units and local authorities are continuing to focus on resolving outstanding issues and obstacles in accordance with the law.
At present, security and order have been largely stabilised, and site clearance has been completed and handed over to the investor. Meanwhile, the progress of the Vinh Minh Industrial Cluster project is being closely monitored. In the first phase, the investor has essentially completed site preparation, the road network, and the wastewater treatment system; work is currently underway on the lighting and electrical infrastructure.
The commune authorities have planned an expansion of over 20 hectares for the Vinh Minh Industrial Cluster, and the provincial government has approved the development of an additional industrial cluster to facilitate the organised relocation of production facilities in accordance with the master plan...
Currently, there are 52 industrial clusters under construction in Thanh Hoa province, covering an area of 1,802 hectares. The realised investment capital has reached 7 trillion VND, accounting for nearly 50% of the total registered investment capital. According to Mai Xuan Liem, Permanent Vice Chairman of the Thanh Hoa Provincial People's Committee, the establishment and operation of these industrial clusters help attract new industrial production projects.
They also facilitate the relocation of production facilities out of residential areas, thereby promoting the structural transformation of the rural economy. Nevertheless, as of the end of September, the disbursement of public investment capital in Thanh Hoa had only reached just over 59%.
This necessitated that the provincial government, various sectors, local authorities, project investors, and relevant entities intensify their efforts by adhering to the principle of “one consistent approach and six clear requirements”.
Linking responsibilities to concrete results
Identifying key bottlenecks, Thanh Hoa province has focused on site clearance, achieving 80% of the planned area by September 20. Additionally, 14.22 million cubic metres of construction materials have been secured, with priority given to allocating mining sites for large-scale projects.
Beyond establishing a provincial Steering Committee and issuing operational regulations, the province has reviewed the specific nature of each project and assigned leaders from the Provincial People’s Committee, departments, sectors, and local authorities to coordinate and proactively resolve obstacles.
Members of the Steering Committee and various working groups—led directly by the Vice Chairmen of the Thanh Hoa Provincial People's Committee—are engaging directly with project investors and local commune or ward authorities to stay updated on the progress.
The Office of the Provincial People’s Committee has provided guidance to working groups on installing, utilising, and uploading information and documentation to a real-time progress-tracking software, thereby enhancing the effectiveness of management and oversight.
As a result, the province has successfully addressed and resolved obstacles for 287 projects, unlocking 144.571 trillion VND in capital and approximately 2,086 hectares of land, enabling investors to resume their project implementation.
Chairman of the Provincial People’s Committee To Anh Dung emphasised that provincial departments, agencies, and local authorities (communes and wards) must further strengthen their commitment to removing bottlenecks and improving the quality of services provided to businesses.
Relevant units are required to strictly honour the province’s commitments to the business community. This must be treated as a core, ongoing task; the head of each unit is expected to provide direct leadership, conduct inspections, oversee progress, and remain accountable for the outcomes. Projects that are behind schedule or that utilise land and resources inefficiently must be dealt with decisively.
Chairman To Anh Dung also urged businesses to strictly comply with the law, fulfil all obligations to the State, safeguard the rights of employees, protect the environment, foster a sound business culture, and uphold their reputation and social responsibility.
