The event, which was attended by Party General Secretary To Lam, was held on the occasion of the working visit to Viet Nam by the delegation of the Russian Ministry of Civil Defence, Emergencies and Disaster Relief.
The three-chapter programme featured the participation of the Russian ministry’s Symphony Orchestra and artists from the People's Police Music and Dance Theatre of the Vietnamese ministry.
The performances highlighted the enduring comprehensive strategic partnership between Viet Nam and Russia, built on a foundation of long-standing friendship and mutual trust.
Over the past years, in addition to cooperation in politics, economics, security and defence, cultural and artistic exchanges—particularly in the field of music—are regularly organised, helping to deepen mutual understanding and strengthen the bonds of friendship between the two peoples.
Through diplomatic activities across multiple fields, cooperation between the Ministry of Public Security of Vietnam and the Russian Ministry of Civil Defence, Emergencies and Disaster Relief has achieved many practical outcomes in recent years. These include collaboration in early warning and prevention of emergencies, firefighting, search and rescue operations—through exchanges of experience, cooperation in equipment and technology, and personnel training—as well as strengthened cooperation in digital transformation.
Notably, Russia’s timely support for Viet Nam during natural disasters and disease outbreaks, through humanitarian aid shipments, has clearly demonstrated the enduring traditional friendship between Viet Nam and Russia.
The Russian Minister’s official visit holds great significance as it marks the first high-level engagement between the head of a foreign law enforcement agency and the Ministry of Public Security of Viet Nam following the successful conclusion of the 14th National Congress of the Communist Party of Viet Nam.
The visit contributes to further strengthening and deepening the traditional solidarity, friendship, and the Comprehensive Strategic Partnership between Viet Nam and the Russia.
