Building a world of peace
It was a coincidence that exactly 80 years ago, the United Nations was officially established, marking also the 80th anniversary of Viet Nam’s attainment of independence.
Since 1977, when it officially joined the United Nations, Viet Nam has made increasingly substantive contributions in terms of ideas, personnel, and resources across all fields of activity, earning the trust and high expectations of UN leadership and the international community.
President Luong Cuong’s attendance at the High-Level Debate of the 80th Session of the UN General Assembly affirmed Viet Nam’s role as a responsible member, proactively participating and making substantive contributions to the UN’s major activities and priorities, as well as those of the international community.
In his keynote speech, which carried a sincere and forceful message on honouring the value of peace and driving bold transformation to shape a sustainable future, President Luong Cuong emphasised that peace is both a goal and a prerequisite for building a stable, just, democratic, and prosperous future.
Honouring the value of peace requires not just words but concrete actions; he stressed a culture of peace through trust-building, international solidarity, dialogue, and respect for differences, while underscoring the role of regional organisations in ensuring peace, cooperation, and development.
With a strong commitment as a friend and reliable partner, a responsible member of the international community, Viet Nam spares no effort to join hands with all nations to shoulder common responsibilities, overcome challenges, and promote transformative changes for a peaceful, stable, prosperous, and sustainable world, bringing happiness and prosperity to all people.
Viet Nam rose from war devastation and poverty to become a developing nation, deeply understanding the value of peace; this has helped Viet Nam overcome pain, heal wounds, set aside the past, look to the future, and aspire to be a friend and reliable partner to nations and peoples worldwide.
Viet Nam is a wonderful partner who is actively participating in and contributing positively across all priority areas of the UN, and an active UN member becoming a pillar of the current multipolar world.
On that foundation, Viet Nam welcomed the recognition of the State of Palestine by many countries, urged urgent humanitarian assistance for the Palestinian people, and proposed that the US lift its sanctions on Cuba and remove the country from the list of state sponsors of terrorism.
President of the 80th Session of the United Nations General Assembly (UNGA 80) Annalena Baerbock hailed the important message from the Vietnamese State President, while affirming many similarities between Viet Nam and the United Nations in assessing the situation and in commitments to multilateralism.
Meanwhile, UN Secretary-General Antonio Guterres described Viet Nam as a wonderful partner who is actively participating in and contributing positively across all priority areas of the UN, and an active UN member becoming a pillar of the current multipolar world.
Driving innovation for a sustainable future
While attending the 32nd Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Week, which was held in the Republic of Korea under the theme “Building a Sustainable Tomorrow: Connect, Innovate, Prosper”, President Luong Cuong clearly affirmed Viet Nam’s stance and approach to major issues facing the future development of the region and the world, while proposing solutions for APEC cooperation to become increasingly substantive and effective.
Alongside that, the President’s messages conveyed to the APEC community Viet Nam’s vision, policies, and determination for bold innovation.
The Vietnamese State leader affirmed that the soft power of the region and of the APEC Forum lies in unity in diversity. After nearly 40 years of Doi Moi (Renewal) process, Viet Nam has achieved great, historic accomplishments, creating a solid foundation for the country’s breakthrough development.
Viet Nam will closely coordinate with APEC members to promote new growth drivers and create breakthroughs in development for the Asia-Pacific region.

In its new development journey based on science, technology, and innovation, Viet Nam will closely coordinate with APEC members to promote new growth drivers and create breakthroughs in development for the Asia-Pacific region.
President Luong Cuong’s activities at the 32nd Economic Leaders’ Week in the Republic of Korea embodied Viet Nam’s proactive, responsible spirit and approach emphasising multilateralism, making important contributions to the event’s success and to a sustainable future towards an open, peaceful, resilient, and dynamic Asia-Pacific region.
Pioneering global cooperation against cybercrime
In 2025, Viet Nam hosted the signing ceremony for the UN Convention against Cybercrime (Ha Noi Convention), marking an important milestone in the multilateral cooperation process, while affirming the country’s prestige, pioneering role, proactivity, responsibility, and goodwill in addressing global issues.
Viet Nam has always accompanied the negotiation process of the Convention. “Viet Nam’s hosting of the signing ceremony and being the first to sign the Ha Noi Convention is evidence of our strong commitment to the rule of law, full implementation of international obligations, and contribution to strengthening the global legal order in cyberspace,” President Luong Cuong emphasised.
Presiding over the signing ceremony, the Vietnamese State leader stated that the convention conveys three clear and lasting messages to the world – reaffirming the commitment to shaping order and ensuring safety and security in cyberspace based on international law; promoting a spirit of sharing, cooperation, and mutual support; and emphasising that the ultimate goal of all efforts is the people — using technology to improve lives, foster development, create opportunities for all, and ensure no one is left behind in the global digital transformation.
With the participation of over 2,500 delegates from 119 countries and territories, along with representatives from more than 100 international organisations and leading technology companies, the event set a historic milestone in establishing a global legal framework to effectively combat cybercrime.
The official signing of the convention by 72 countries at the ceremony not only reflected trust in the UN’s central role and Viet Nam’s commitment and sense of responsibility, but also highlighted the international community’s shared concern over cybercrime.
During his official visit to Viet Nam and attendance at the signing ceremony, UN Secretary-General Antonio Guterres commended Viet Nam’s role, position, prestige, and positive contributions to the UN’s common work across all pillar areas.
With these achievements, Viet Nam’s multilateral diplomatic activities in 2025 effectively implemented the independent, self-reliant foreign policy of diversification, multilateralisation, proactive and active comprehensive, extensive, and effective international integration as outlined in the 13th National Party Congress and the Party and State’s major policies.
