The logo was designed based on the concept of connecting Viet Nam’s cultural heritage with a global vision for a safe and sustainable cyberspace. At the centre of the logo is the Khue Van Cac (Constellation of Literature) Pavilion — a symbol of Viet Nam’s intellect and cultural heritage — recreated in a modern graphic style. Surrounding it are design elements resembling a shield and digital networks, with converging lines and a stylised star evoking the image of Viet Nam, expressing solidarity and proactive engagement towards a shared goal.
Beyond symbolising global connectivity, with imagery expanding outward like a borderless cybernetwork representing international cooperation for a secure digital environment, the logo also incorporates visual elements inspired by the United Nations emblem, the shield emblem of the Viet Nam People’s Public Security Force, and the Khue Van Cac Pavilion. The overall logo and visual identity carry strong symbolic meaning, serving as the visual hallmark of an important milestone — the signing ceremony of the Ha Noi Convention.
The Opening for the Signature of the United Nations Convention against Cybercrime marks a significant milestone, as this is the first time Ha Noi will host the launch of a global commitment to a transparent, secure, and people-centred digital future. In December 2024, the United Nations General Assembly officially adopted the Convention against Cybercrime and designated Ha Noi as the venue for its signing ceremony. The convention establishes a legal framework for international cooperation in combating cybercrime, ensuring that member states, especially developing and vulnerable countries, receive support to strengthen their capacity to address such crimes.
Speaking at a conference held at the United Nations Headquarters in New York (the US) on September 22, Acting Minister of Foreign Affairs Le Hoai Trung emphasised that international cooperation is essential in preventing and combating cybercrime, and that such efforts will be more effective following the adoption of the convention.
United Nations Deputy Secretary-General and Executive Director of the United Nations Office on Drugs and Crime (UNODC) Ghada Waly stressed that this convention is the first United Nations criminal justice instrument in more than 20 years designed to address current and emerging forms of cybercrime.

At the conference, delegates from various countries and international organisations highlighted the importance of multilateralism, underscoring the convention’s significance as the first global legal framework for combating cybercrime. They also expressed confidence that Viet Nam will successfully host the ceremony of opening for the signature of the convention. Ghada Waly commended Viet Nam’s efforts in preparing for the event and reaffirmed commitment to supporting member states in ratifying and implementing the convention effectively in the coming period.
In the digital era, cybercrime is not merely a challenge for individual nations but a global threat to security, political and economic stability, and social life. Viet Nam has consistently regarded the fight against cybercrime as one of its key national security priorities and has actively cooperated with the international community in this field.
According to Senior Lieutenant General Le Quoc Hung, Deputy Minister of Public Security, Viet Nam attaches great importance to ensuring cybersecurity and combating high-tech crimes. In the coming time, the country will prioritise improving its domestic legal system to align with the convention’s provisions, while strengthening inter-agency coordination mechanisms during the signing, ratification, and implementation processes.
The Ministry of Foreign Affairs stated thattThe Opening for the Signature of the United Nations Convention against Cybercrime, under the theme "Countering Cybercrime – Sharing Responsibility – Securing our Future", scheduled for October 25–26, will be attended by UN Secretary-General Antonio Guterres and numerous high-level leaders from various countries, regional and international organisations. The event will feature a high-level plenary session, round-table discussions, and several side conferences on international cooperation in combating cybercrime.
