The document also aims to promote the good neighborliness, traditional friendship, comprehensive cooperation, and long-term sustainability between the two countries.

It outlines key areas of collaboration, with a particular focus on agriculture, trade, and tourism services, aligned with existing agreements between the two Governments. Both provinces have committed to creating favourable conditions for local enterprises to expand their operations and capitalise on economic potential through investment partnerships.

Besides, the agreement highlights educational cooperation, including knowledge exchange programmes for officials, women, youth, and students. Meanwhile, special attention will be given to promoting advanced scientific and technological applications in agriculture and providing children and adolescents with essential knowledge and skills.

At the signing ceremony, Chairman of the Vinh Long provincial People’s Committee Lu Quang Ngoi stressed that the MoU provides a basis for the two localities to effectively bring into full play cooperation programmes across various spheres. It also affirms joint efforts in bolstering exchange and collaboration to make contributions to the development in each side as well as the Vietnam – Cambodia traditional friendship.

Meanwhile, Banteay Meanchey Governor Oum Reatrey held that the MoU will bring tangible benefits to the two provinces and continue enhancing their solidarity, good neighbourliness, traditional friendship, and long-term cooperation.

He highlighted the historical significance of the Vietnamese-Cambodian relationship, referencing the event on January 7, 1979 when the Canbodian people overthrew the genocidal regime with the wholehearted support from Vietnam.
