Explaining the title of his article, Associate Professor Petr Tsvetov noted that it is no coincidence that the word “Nhan dan” (People) is capitalised in the documents of the Congresses of the Communist Party of Viet Nam and is used frequently today.
According to Petr Tsvetov, this reflects the consistent assertion by Party leaders that, in Viet Nam’s contemporary political life, the People constitute the foundation, the principal actor, and the centre of renewal, national construction, and national defence. Accordingly, many Congress documents are oriented toward improving the quality of human resources, developing educational and cultural institutions, and encouraging dynamic and creative individuals. The leadership of the Communist Party of Viet Nam expects the People’s trust in the Party and the socialist system to continue to grow stronger.
Addressing the 14th National Congress of the Communist Party of Viet Nam, the author emphasised that the Congress will review 40 years of the Doi Moi (Renewal) process, 35 years of implementing the 1991 Platform for National Construction during the Transitional Period to Socialism, and five years of implementing the Resolution of the 13th Party Congress. The Congress will identify key areas for Viet Nam’s socio-economic development in the 2026–2030 period and set development goals and strategic visions through 2045. It will also elect a new Party leadership to guide the country over the next five years.
According to Petr Tsvetov, Viet Nam’s achievements in the recent development period have brought encouragement not only to the Vietnamese people but also to international friends. Average annual economic growth in the 2021–2025 period reached approximately 6.3%, placing Viet Nam among the countries with high economic growth rates in the region and globally. In terms of GDP per capita (around USD 5,000), Viet Nam is now in the group of upper-middle-income countries.
Citing Congress documents, Petr Tsvetov noted that economic growth has increasingly been associated with ensuring improved social welfare and equity, with priority given to allocating resources for social security and human development. The material and spiritual living standards of the Vietnamese people have improved markedly. Health insurance coverage increased from 90.9% in 2020 to 95.2% in 2025, while average life expectancy has risen to 74.8 years.
These achievements, he stressed, are the result of the Party’s success in powerfully awakening and harnessing patriotism, the will for independence and self-reliance, the spirit of creative labour, responsibility, determination, and the aspiration for national development across the entire population.
Petr Tsvetov underlined that one of the most important tasks of the Congress is to build a vision for the future. The 14th National Congress is entrusted with making major strategic decisions that both maintain national stability and improve people’s living standards, while achieving the following goals: by 2030 — the 100th anniversary of the founding of the Party — Viet Nam will become a developing country with a modern industrial base; and by 2045—the centenary of Viet Nam’s Independence — Viet Nam will become a developed country with high income.
The Russian researcher expressed the view that, as a Party of the entire nation, the Communist Party of Viet Nam has always strived to safeguard its traditional proletarian nature. Accordingly, the Congress documents emphasise that the Vietnamese working class, with its firm political stance, class consciousness, and strong sense of national pride, is the class that leads the revolution through its vanguard — the Communist Party — while reaffirming that maintaining and strengthening the Party’s leadership and fighting capacity is the decisive factor in all victories of the renewal cause.
In conclusion, the author affirmed that the contents of the documents of the 14th National Congress and the speeches of the delegates demonstrate the determination of members of the Communist Party of Viet Nam to continue advancing along the path of comprehensive renewal toward a socialist future, transforming the country into a truly prosperous and happy nation.
