Youth with “Digital Literacy Movement”

From the lessons learned from the “Binh dan hoc vu” (Mass Education Movement), promoting the nation’s tradition of learning, the Vietnam Youth Federation at all levels across the country is enthusiastically deploying many support teams and opening classes to raise awareness and essential digital skills for people, focusing on the elderly as well as people in remote and rural areas.

On November 18, 2024, General Secretary To Lam directed and launched the “Digital Literacy Movement” with a focus on popularising basic knowledge about digital transformation to all classes of people, with the expectation of becoming a breakthrough in raising awareness and digital skills, especially for those in remote and isolated areas or those who do not have access to technology.

Promoting the spirit of vanguard, responding to the call of General Secretary To Lam, the Vietnam Youth Federation (VYF) has quickly developed a plan to deploy the movement in all levels of the Vietnam Youth Federation across the country.

In the 2025-2027 period, the VYF at all levels will establish "Digital Literacy Movement" teams with members of the Union, members, and young people with good knowledge of technology as the core, operating under the guidance and general coordination of the VYF at the same level.

The tasks of the teams include disseminating and supporting the dissemination of basic knowledge and skills in information technology; organising direct and online courses on digital skills; instructing people on how to use computers, smart devices, social networks; supporting online public services and interact with the government via digital platforms and notably instruct people and households to participate and improve their sales skills on reputable e-commerce platforms; providing guidance on information security, avoiding online fraud, and identifying and preventing bad and toxic information in the digital space.

Furthermore, the "digital literacy" classes will be deployed in residential communities and young people depending on actual conditions and needs in both direct and online forms.

For the direct form, the classes will be held at cultural houses, community centres, schools, with instructors. Meanwhile, the online classes are conducted via digital platforms to cover all areas and connect with large numbers of people and young people in need.

According to the Secretary of the Ho Chi Minh Communist Youth Union (HCYU) Central Committee and President of the Vietnam Youth Federation Nguyen Tuong Lam, the contents related to the movement will be focused on the peak implementation during the Youth Month and the annual "Summer Youth Volunteers Campaign”.

Each base of the VYF will establish at least one “Digital Literacy” team. Team members participate voluntarily, are equipped and trained in necessary information technology skills and can be supported with operating costs depending on the actual situation of each locality.

"These are practical actions of the youth to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology development, innovation, and national digital transformation.

"Not only helping people access and apply technology in life, improve labour productivity, create new job opportunities, and form a community that adapts to digital transformation, the teams are also expected to become a widespread system among young people, contributing to the construction of digital government, digital society, digital economy, and digital citizens, while affirming the leading and creative role of young people and the Vietnam Youth Union in the digital age of the country," Nguyen Tuong Lam shared.

Vietnam currently has more than 101 million people, of which the number of people using the internet and smart devices is increasing rapidly.

With the advantage of youth, dynamism and creativity, we believe that the models and tasks associated with the "Digital Literacy Movement" among young people nationwide will quickly promote and improve digital skills for the entire population, minimise social polarisation, and ensure that the national digital transformation process takes place in an effective and synchronous manner.
