14th National Party Congress: Shared confidence, looking towards the congress

The 14th National Party Congress is under way in the capital city of Ha Noi. For officials, Party members and people from all walks of life, it is not only a major political event but also a moment that gathers the nation’s shared will and aspiration to rise. The congress is also closely tied to public expectations for sound guidelines and policy decisions that can lay the basis for a new stage of development.

A congress of development aspirations

The 14th National Party Congress is not only a major political event, but also a historic milestone marking the country’s transformation after 40 years of doi moi (renewal). Held amid an international environment full of turbulence, the congress carries the mission of continuing to strengthen Party building, shape strategic vision, and unlock resources to build a socialist law-governed state, drive rapid and sustainable socio-economic development, and bring Viet Nam into deeper integration with global currents.

Speaking with a Nhan Dan Newspaper reporter, Tran Minh Tuan, Party Cell Secretary of Residential Group No. 5 in former Quynh Lam Ward, under the Party Committee of Hoa Binh Ward (Phu Tho Province), shared: “Through studying the drafts and directly contributing feedback, it can be affirmed that the draft documents for the 14th Congress are a crystallisation of the intellect of the entire Party and people, reflecting a seamless linkage between theoretical thinking and the pulse of reality. In a context where global and regional developments are complex and unpredictable, the decisions adopted at the 14th Congress will serve as a ‘compass’ for Viet Nam to maintain political stability, seize opportunities to break through, and pursue sustainable development.”

Tran Minh Tuan said the 13th Congress term is ending with historic milestones, led by a “revolution” to streamline the apparatus. The decisive reshuffle of administrative units — from 63 provinces and cities to 34 — and the sharp reduction in the number of wards and communes were breakthrough decisions that underscored the Party and state’s political determination. After more than six months in operation, the two-tier local government model has started to demonstrate effectiveness and has been well received by the public.

“I hope the 14th Congress will continue to set out sound, scientific and practical guidelines to help the country achieve strategic goals to 2030 and the 2045 vision. Building on the achievements of the 13th Congress term and the strength of great national unity, I am confident the 14th Congress will open a new turning point — building a developed, prosperous, and strong Viet Nam,” Tran Minh Tuan added.

I am confident that the 14th Congress will continue to set out scientific and practical guidelines, creating strong momentum for grassroots authorities to be closer to the people and more responsive to their needs, thereby contributing to rapid and sustainable national development as well as a prosperous and strong Viet Nam.

According to Phung Chi Tam, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Duong Noi Ward (Ha Noi City), officials, Party members and residents in the area have been looking towards the 14th National Party Congress with strong confidence and high expectations.

He said that this confidence has been reinforced by tangible outcomes in the past term, particularly the determination to renew leadership methods, streamline the apparatus, enhance the effectiveness of governance, and improve public service quality starting at the grassroots level.

In practice, Duong Noi Ward has focused on administrative procedure reform towards openness and transparency; increasing the accountability of officials and civil servants in receiving and processing dossiers; and promptly addressing feedback and petitions from residents.

“I am confident that the 14th Congress will continue to set out scientific, practical guidelines, creating strong momentum for grassroots authorities to be closer to the people and more responsive to their needs, thereby contributing to rapid and sustainable national development, as well as a prosperous and strong Viet Nam,” Phung Chi Tam emphasised.

Beyond the determination to renew grassroots governance, the spirit of looking towards the 14th Congress is also clearly reflected in the atmosphere of emulation, communications and ceremonial decorations in many localities. In Dai Mo Ward (Ha Noi City), preparations to welcome the 14th Congress are being rolled out in a coordinated manner, creating visible highlights across the area.

Speaking with a reporter, Hoang Minh Hai, Vice Chairman of the People’s Committee of Dai Mo Ward, said: “We identify visual communications as a key political task to kindle public pride in the Party. At present, billboards, banners, and flags have been deployed in a coordinated manner along major arterial routes such as To Huu, Sa Doi, and Thang Long Boulevard, creating a more civilised urban appearance and a buoyant sense of renewed energy across the ward. For us, the people’s confidence and consensus are the greatest motivation for local authorities to act with determination, helping quickly translate the 14th Congress resolutions into real life.”

Effective implementation of “enduring and core” tasks

During the terms of the 12th Congress and the 13th Congress, the Party has consistently determined that Party building must begin with strengthening ideological and political integrity, nurturing theoretical foundations, and reinforcing the mettle of officials and Party members in the face of unpredictable global shifts and the downsides of the market economy.

Political and ideological education has been implemented effectively, with many training programmes to update new knowledge organised for officials and Party members across the Party. As a result, the Party’s ideological foundation has been continually reinforced, while the will, sense of responsibility and capacity for action among officials and Party members have steadily improved.

According to Dinh Thi Thao, a Party member of Party Cell 5 under the Party Committee of Dai Mo Ward (Ha Noi City), Party building and rectification has always been treated by Party committees and Party organisations at all levels as an urgent requirement to prevent degradation and negativity as well as to make the apparatus healthier. Specifically, inspection and supervision work during the 13th Congress term has seen a true breakthrough in development. The outcomes of Party building and rectification in recent times are an important premise for the Party to enter the term of the 14th Congress.

“Continuing to carry out Party building and rectification effectively, while stepping up the implementation of ‘enduring and core’ tasks, is the foundation for the Party to fulfil its leadership role in society. At the same time, it is a key condition for the country to develop more rapidly and sustainably, and to gradually realise Viet Nam’s aspiration to rise strongly in the new era,” Dinh Thi Thao stressed.

Coordinated and substantive renewal in education

Lieutenant Colonel Ta Quang Dao, a lecturer at the Political Officers’ College under the Ministry of National Defence, said: “Looking towards the 14th National Party Congress, with confidence in the Party’s leadership, I feel truly excited and confident about the important achievements the country has made in recent years, especially with the Party and state’s attention to education and training. In practice, many major and sound policies have been creating momentum for education to develop sustainably, meeting the requirements for training human resources for the new stage.

However, for reform to be both coordinated and substantive, I believe we must confront the “bottlenecks” at the grassroots level: teachers’ livelihoods, working environments and professional motivation. If the teaching workforce does not truly feel secure and committed, then any changes in curricula, methods, or technology will struggle to take root in depth. Therefore, looking towards the 14th Congress, I hope the Party and the state will continue to pay greater attention through guidelines and policies that support the material and spiritual wellbeing of education officials, teachers and staff — especially those working in remote areas, border regions and particularly disadvantaged localities.

“By continuing to implement the Politburo’s Resolution No. 71-NQ/TW (dated August 22, 2025) on breakthrough development in education and training, I believe the 14th Congress will help Vietnamese education move confidently into a new era — an era in which education is not only a ‘top national priority’, but truly becomes a key driving force for a prosperous and strong nation,” Ta Quang Dao said.
