50th anniversary of the Lao People’s Democratic Republic: courage, wisdom, and achievements bearing the imprint of the times

Fifty years ago, under the leadership of the Lao People’s Revolutionary Party (LPRP) headed by President Kaysone Phomvihane, the Lao people rose up in revolution, seized power, overthrew the monarchy, and completely liberated the country from feudal, imperialist, and colonial domination, leading to the founding of the Lao People’s Democratic Republic.

This historic milestone ushered in a new era for the land of Champa flowers - an era of independence, freedom, and the building of a just and civilised society in which the Lao ethnic groups truly became masters of their own destiny.

Emerging from its predecessor - the Indochinese Communist Party founded in 1930 - and guided by a correct, creative, and visionary political line, the LPRP has steadfastly steered the Lao revolution through hardships and challenges. Drawing on the heroic revolutionary tradition of the Lao people and with the strong, sincere, selfless support of friends around the world - particularly the great assistance of the Party, State, and people of Viet Nam - the LPRP has achieved monumental, comprehensive, and lasting victories.

After nearly 40 years of implementing the Doi Moi (renewal) policy, Laos has transformed from an isolated and embargoed agricultural economy into an independent nation with growing economic self-reliance. Once a country that largely relied on imported goods, Laos has now become an exporter of agricultural products. Its political and social stability has been maintained; national defence and security have remained firm; the economy has grown; and people’s living standards have steadily improved, with per capita income increasing nearly twentyfold over the past four decades.

Today, the LPRP maintains relations with more than 150 political parties worldwide; the Lao People’s Democratic Republic has diplomatic ties with 151 countries, operates 41 embassies in various nations, and is a member of numerous international organisations. Successfully hosting multiple major international conferences stands as further evidence of the remarkable and proud transformation of this beautiful nation.

In recent years, under the leadership of the LPRP headed by General Secretary and President Thongloun Sisoulith, the Party, State, and people of Laos have resolutely implemented the Resolution of the 11th National Congress of the LPRP. Laos has overcome numerous difficulties and challenges, especially in the post-COVID-19 recovery period, while maintaining political stability, strengthening national unity, promoting socioeconomic growth, improving people’s livelihoods, and continuously enhancing its international standing.

By steadfastly pursuing its strategic vision to build the country into a “land-linked nation,” promoting investment in connective infrastructure, and developing economic corridors, and most recently restructuring the political system, the fraternal Party, State, and people of Laos are generating new momentum for growth, expanding development space, and enabling Laos to integrate more deeply into regional economic flows, thereby affirming the resolve and capacity for integration of a dynamic developing nation.

The 50th anniversary of the founding of the Lao People’s Democratic Republic marks a long and meaningful journey - one that testifies to the courage, wisdom, stature, and leadership of the LPRP as the decisive factor behind every success of the Lao revolution. The Party led the Lao people to victory in the struggle for national liberation in the past, and that continues to guide the cause of national development and defence today, engraving brilliant milestones in the proud history of the Lao nation and its people.

Historical reality has also shown that the achievements of the Lao Revolution and the Vietnamese Revolution have always borne the profound imprint of each Party, State, and people’s meaningful and effective contributions to the other. In his congratulatory remarks at the 4th National Congress of the Workers’ Party of Viet Nam in 1976, President Kaysone Phomvihane affirmed that in every success of the Lao Revolution, there has been the direct contribution of the Vietnamese Revolution.

As two close neighbouring countries bound by long-standing ties of friendship, solidarity, and mutual assistance, embodied in the spirit of “sharing even a grain of salt, dividing even a vegetable stem,” the LPRP and the Communist Party of Viet Nam (CPV) share the same origin from the Indochinese Communist Party, founded and nurtured through the tireless efforts of President Ho Chi Minh, President Kaysone Phomvihane, and President Souphanouvong.

Throughout the long history of each nation, since their founding, the two Parties have always stood united, leading the armed forces and peoples of both countries to fight “shoulder to shoulder,” share hardships and sacrifices, standing together in life-and-death battles with the unshakeable determination that “nothing is more precious than independence and freedom.” Together, they defeated common enemies, secured total victory, liberated their respective nations, and jointly embarked on national construction and development in the new era. The historic and pivotal event of the establishment of the Lao People’s Democratic Republic on December 2, 1975, was inseparable from the tremendous victory of the Vietnamese Revolution, the liberation of the South and reunification of the country on April 30, 1975.

Conversely, Viet Nam’s triumph in the resistance war against foreign aggression - leading to national liberation and reunification - was deeply connected with the selfless support and immense sacrifices of the Lao people along the western branch of the Ho Chi Minh Trail across Lao territory, where they endured relentless bombardment by a common enemy. President Ho Chi Minh’s perspective that “We consider the happiness and prosperity of our Lao brothers as our own” and his guiding principle that “helping our friends is helping ourselves” were embraced by generations of leaders and citizens of both Viet Nam and Laos, becoming a wellspring of strength that led each revolution from one victory to another.

The two countries are making comprehensive preparations for the successful organisation of the National Congresses of their respective Parties - historic milestones marking the beginning of a new era of development for peace, stability, sustainable and high-quality growth, and the improvement of all aspects of people’s lives. In a global and regional context that continues to evolve in complex and unstable ways, with increasing challenges and heightened security tensions, the effective promotion of the special Viet Nam–Laos relationship is of paramount importance for each country to accomplish its strategic goals.

By promoting the precious tradition and combined strength of the two nations, and creatively applying historical experience, both sides continue to strengthen and firmly consolidate the special solidarity between their peoples. This serves to foster pride among generations of Vietnamese and Lao citizens—especially the youth—encouraging them to preserve and further cultivate this unique relationship, elevating it to new heights and transforming it into a powerful source of motivation that enables both countries to overcome difficulties and challenges, achieve sustainable development, deepen regional and international integration, and successfully advance the socialist cause in each nation.

Both sides will continue reviewing and promoting practical and effective cooperation across all fields, with a focus on areas where each country can optimise its fundamental strengths and inherent advantages. Cooperation will be carried out in a manner consistent with international norms and practices, while giving high priority to one another, in line with the special nature of Viet Nam–Laos relations.

Priority will be given to economic cooperation, maximising each country’s potential to contribute to growth. The two sides will coordinate efforts to safeguard security and public order, maintain political stability, and contribute to peace in the region and the world. Cooperation will be further strengthened in politics, Party-building, governance, culture, healthcare, education, national defence, and security. The responsibilities of competent agencies must be emphasised in implementing the agreements between the two Parties and States. Comprehensive relations will continue to be expanded, along with intensified exchanges of theoretical and practical experiences, and enhanced cooperation in human resource training, particularly high-quality personnel capable of meeting development demands in the digital era.

On the occasion of the 50th anniversary of the founding of the Lao People’s Democratic Republic and the 105th birthday anniversary of President Kaysone Phomvihane (December 13, 1920 – 2025), the Party, State, and people of Viet Nam are delighted and proud of the remarkable achievements the Lao Party, State, and people have attained over the past five decades. Viet Nam firmly believes that under the wise leadership of the LPRP, the fraternal Lao people will continue to win great victories in national defence and development, steadily leading the country forward on the socialist path—towards prosperity, strength, unity, democracy, equity, and civilisation.

Upholding the traditional special relationship, the Party, State, and people of Viet Nam pledge to do their utmost to nurture the Viet Nam–Laos friendship so that it forever remains evergreen and everlasting - worthy of the unique bond painstakingly built by President Ho Chi Minh, President Kaysone Phomvihane, and generations of the two peoples.
