The foundation of the CPV was an inevitable turning point of the history and the result of the development of workers' movement and the patriotic movement combined with Marxism-Leninism spread to Vietnam by comrade Nguyen Ai Quoc. The establishment of the CPV was a prominent landmark in the journey of national defence, construction and development.
Under the leadership of the Party, millions of the Vietnamese people have united to create enormous strength to lead the Vietnam revolution to overcome great hardships to gain victories. They were the victory of the August Revolution 1945, the victory of the resistance war against the French colonialists in 1945, and the victory of the resistance war against the American imperialists, particularly the victory of the Ho Chi Minh Campaign in 1975 to reunify the country.
Under the leadership of the CPV, Vietnam has also gained numerous victories in the national renewal process, a profound and comprehensive transformation, bringing in great achievements with historical significance.
Looking back over the past 86 years, we are proud of the tradition of the Party and respect the huge achievements of the revolution as well as acknowledge the dedication and sacrifice of generations of cadres, Party members and people and being grateful to beloved President Ho Chi Minh, the founder, leader and teacher of the CPV.
The current situation of the country has affirmed that the sound leadership of the Party was the prerequisite for success of the Vietnam revolution. And in the process of undertaking this heavy and glorious task, the Party was trained and went on to fulfil the historical mission assigned by the nation and people.
In eighty-six years of leading the revolution, the CPV has always been the vanguard of the working class and the entire nation, having no other interest but that of the nation. The Party has regularly cared for Party building and reorganisation through the implementation of the 11th Party Central Committee Resolution 4 on Party building aligned with the movement on studying and following the moral example of President Ho Chi Minh.
To celebrate the 86th anniversary of the CPV, Party organisations, Party committees, agencies, and units at all levels should seriously assess themselves to overcome weaknesses and shortcomings to meet the current requirements and expectations of the people.
The process of leading the revolution was the process of ceaseless innovation of the Party to seize opportunities and overcome challenges. The Party can only overcome all difficulties and challenges when the Party perfects itself, particularly the CPV is the only ruling Party, operating in the environment of a socialist-oriented market economy in accordance with development stages of the nation.
The celebration of the Party’s foundation is to review and promote the good tradition of the Party and to prevent the degradation among Party members, strengthen solidarity among the Party as well as enhancing the leadership and the fighting spirit of the Party.
After 30 years of Doi Moi (Reform), the country has escaped socio-economic crisis and under-development to become a developing country that affords its people above-average income whilst pushing for industrialisation, modernisation and international integration. There are not only advantages and opportunities but also difficulties and challenges ahead. The complicated situation of the world and region directly impact the country. The country’s position and strength domestically is increasing, but four risks that the Party has shown persist, reducing the people’s confidence in the Party.
In order to ensure the celebration of the 86th founding anniversary of the CPV is of real significance, the entire Party, people and armed forces should bring into full play the patriotic and revolutionary tradition, spirit of solidarity and responsibility as well as take advantage of opportunities while proactively overcoming difficulties and challenges and implementing general targets that the 12th National Party Congress has set.
The Party executive committees and organisations need to widely promote the tremendous success of the 12th Congress, creating an exciting and proud atmosphere as well as ensuring absolute confidence in the leadership of the Party among the public. They should also research and thoroughly grasp the Congress’ documents; urgently build and implement action plans; and arouse patriotic emulation movements with specific and efficient deeds among all strata including renewing
It is necessary to renew the country’s growth model and restructure the economy; promote industrialisation and modernisation associated with the development of knowledge economy; and perfect institutions and socialist-oriented market economy. In addition, it is important to uphold the national unity's strength and socialist democracy; perfect a law-governed socialist state truly of the people, by the people and for the people; build a clean and strong Party; and strengthen the leadership capacity and scope of the Party.
Proud of an innovative country, a heroic nation, the glorious Party and great Uncle Ho, we vow to unite as one, uphold revolutionary spirit, turn ideas into concrete action, and strive to quickly turn our country into a basically modern – oriented industrial nation as identified by the 12th National Party Congress’ resolutions.
