The 75-year journey of cooperation has marked significant milestones in the enduring friendship and collaboration between Vietnam and Russia. On January 30, 1950, the two nations officially established diplomatic ties. The Treaty on Fundamental Principles of Friendship between the Socialist Republic of Vietnam and the Russian Federation, signed in 1994, laid the foundation and legal framework for bilateral relations in a new phase of development. The two countries elevated their relationship to a strategic partnership in 2001 and further to a comprehensive strategic partnership in 2012. These achievements are the result of the persistent efforts of generations of leaders and people in both Vietnam and Russia, forming a vital foundation for higher levels of bilateral cooperation in the future.
In recent years, the political relationship between Vietnam and the Russian Federation has maintained a high trust and continued to be strengthened. Regular high-level delegation exchanges have provided strong momentum for the development of the comprehensive strategic partnership between the two countries.
During Russian President Vladimir Putin's state visit to Vietnam in June 2024, the two sides issued a joint statement on deepening the comprehensive strategic partnership based on the achievements over the past on 30 years of implementing the Treaty on the Fundamental Principles of Friendship between Vietnam and the Russian Federation.
Based on high political trust, Vietnam-Russia relations have positively developed across various fields. Following the COVID-19 pandemic outbreak, bilateral trade has gradually recovered, reaching 3.63 billion USD in 2023 and 4.1 billion USD in the first 11 months of 2024, an increase of 27.4% compared to the same period in 2023.
In terms of investment, as of early November 2024, Russia had 199 investment projects in Vietnam with a total registered capital of approximately 990 million USD, ranking 26th among countries and territories investing in Vietnam. Meanwhile, Vietnam had 16 active investment projects in Russia, with total registered capital of 1.6 billion USD, ranking 4th out of the 81 countries and territories where Vietnam has investments.
Education and training are highlights of the cooperation between the two countries. The former Soviet Union trained nearly 40,000 skilled Vietnamese officials and experts across various fields.
Currently, Russia continues to support Vietnam in human resource development. Since 2019, Russia has increased the number of scholarships offered to Vietnam to around 1,000 annually. Presently, more than 5,000 Vietnamese students are studying in Russia. Additionally, the Vietnamese community in Russia, which numbers between 60,000 and 80,000 people, serves as an important link, strengthening the enduring friendship between the two nations.
Cooperation between the two countries in culture, science, and technology has also developed positively. Cultural exchange activities have been regularly organised, contributing to enhancing mutual understanding and friendship between the peoples of Vietnam and Russia. Both sides have alternately hosted the annual Cultural Days in Vietnam and Russia.
Meanwhile, local-level cooperation continues to be maintained and strengthened through delegation exchanges and the signing of numerous cooperation agreements. Currently, about 20 local partnerships between the two countries have been established, particularly between the Vietnamese cities of Hanoi and Ho Chi Minh City and the Russian cities of Moscow and Saint Petersburg.
Welcoming Russian Prime Minister Mikhail Vladimirovich Mishustin is a significant diplomatic activity for Vietnam's Party and State. The event affirms the consistent foreign policy outlined by the 13th National Congress of the Communist Party of Vietnam: independence, self-reliance, peace, cooperation, development, diversification, and multilateralisation of foreign relations, with a priority given to countries with traditional friendships.
