This is a strategic move to translate the development vision for a new urban area into reality, opening up greater opportunities to attract investment to the locality in the south-western coastal region.

According to the proposal, the area seeking recognition covers the entire administrative territory of Phu Quoc special zone, with a natural area of 575.29 square kilometres and a population of 179,060 as of the end of 2025. The figures exclude Tho Chau special zone. The area is also connected to an international airport infrastructure system and the surrounding maritime space.

During the 2021–2025 period, the island economy recorded strong growth, with total social investment reaching approximately 114.83 trillion VND (4.4 billion USD) and total retail sales of goods and service revenue amounting to around 198.51 trillion VND (7.6 billion USD). In 2025, the island welcomed more than 8.26 million visitors.

Establishing Phu Quoc as a special economic zone will provide an important legal basis for applying special mechanisms in areas such as organisational structure, planning and finance. This is expected to help develop the island into an internationally recognised centre for services and marine eco-tourism, as well as a breakthrough growth pole in preparation for APEC 2027.

At the session, the An Giang Provincial People’s Council also adopted several important resolutions on social welfare and public investment. These include a monthly support allowance of 360,000 VND (13.8 USD) per person for community education workers; annual funding of 36–42 million VND (1,379–1,609 USD) for commune-level chapters of the Viet Nam Fatherland Front; and 5–10 million VND (192–383 USD) for residential-area Front Work Committees.

Leaders of the An Giang Provincial People’s Council requested the provincial People’s Committee to urgently finalise the dossier for submission to the Ministry of Finance and the Government for consideration. They also urged provincial departments and agencies to ensure the resolutions are implemented rigorously, transparently and in accordance with the law.
