Breakthrough role of science and technology

In recent years, Bac Ninh Province has made significant achievements in the development of science, technology, innovation, and digital transformation. These efforts have played a crucial role in the transition of the province’s growth model, contributing to increased productivity, improved quality, and overall socio-economic development.

Solid foundations

By consistently choosing to attract investment projects based on green, clean, and high-tech criteria, Bac Ninh has issued multiple policies to encourage investment and improve infrastructure to support science, technology, and innovation. The province currently hosts 26 organisations and 13 enterprises related to science and technology, gradually forming a start-up ecosystem and a science and technology market. Bac Ninh is also among the first localities to issue a resolution to support the training of high-quality human resources for the semiconductor industry, including policies for teachers, students, and land clearance for educational projects.

According to the Bac Ninh Industrial Zones Authority, the province’s industrial zones and clusters have attracted investment focused on modern, environmentally friendly technologies with high added value. Bac Ninh holds a strong advantage by attracting numerous domestic and international corporations and enterprises in the semiconductor industry, such as Amkor, Hana Micron, Micro Commercial Components, ITM Semiconductor, and Victory. This creates a favourable foundation for the province to achieve breakthrough growth, particularly in scientific research and high-quality human resource development.

In the first quarter of 2025, Bac Ninh’s industrial zones attracted nearly 2 billion USD in newly registered and adjusted investment capital, primarily in high-tech and semiconductor projects, leading the country. Of this, foreign direct investment (FDI) reached nearly 1.6 billion USD, while domestic investment exceeded 9,800 billion VND. Notably, although known as the "industrial capital" of northern Viet Nam, the province has also strongly invested in high-tech agriculture, with a 17-hectare experimental zone, 1,105 high-quality rice-growing areas, 70 specialised vegetable zones, 24 concentrated fruit-growing areas, and 72 high-tech cultivation facilities. Additionally, there are 57 industrial-scale livestock farms and enterprises, three are fully automated, and six are recognised as high-tech enterprises. Currently, high-tech agriculture accounts for 40% of the province’s total agricultural production value. The average profit from crop production reaches 200 million VND per hectare per year, 2.5 to 3 times higher than conventional farming.

In the digital economy, Bac Ninh ranks among the top two provinces nationwide, with the digital economy accounting for more than 40% of its GDP, affirming the key role of high-tech industries and information technology in economic development. In terms of digital governance, Bac Ninh achieved a perfect score and ranked fourth in the Digital Transformation Readiness Index, according to the latest 2023 Digital Transformation Index.

Building an ecosystem

As one of the earliest provinces to implement Resolution No. 57-NQ/TW dated 22 December 2024, issued by the Politburo on breakthroughs in national development of science, technology, innovation, and digital transformation, Bac Ninh promptly developed and issued an implementation plan, identifying key tasks to ensure synchronised and effective execution. The province has also hosted various events to bring science, technology, and innovation closer to citizens and businesses. These include the successful organisation of the forum “Science, Technology, Innovation, and Digital Transformation - Bac Ninh Breakthrough and Development”; the launch of a Venture Capital Fund for innovative start-ups, technology incubation, and digital transformation; and the initiation of the STEM Innovation Competition. After over two months of implementation, the “Digital Literacy for the Masses” campaign has already provided digital skills training to nearly 20,000 officials and residents.

Nguyen Trung Hien, Director of Bac Ninh Department of Science and Technology, stated that Bac Ninh has identified science, technology, innovation, and digital transformation as top strategic breakthroughs, playing a decisive role in rapid and sustainable development. The province is determined to become a pillar in Viet Nam’s semiconductor industry ecosystem and one of the region’s leading innovation hubs.

In its implementation, Bac Ninh prioritises high-tech fields with potential for breakthroughs and high added value. These include the semiconductor industry, considered the province’s crucial foundation for leapfrogging growth, artificial intelligence (AI), high-tech agriculture, and technologies supporting digital transformation and smart urban development. Alongside these core areas, the province has identified several emerging technology trends, such as advanced chip design, smart manufacturing, AI algorithm development for production optimisation, the promotion of Big Data and AI applications, clean and renewable energy development, and new material and advanced manufacturing technologies.

With a synchronised, focused, and resolute approach, Bac Ninh is expected to make strong strides forward, turning science, technology, innovation, and digital transformation into new driving forces for provincial development in the coming period, affirming its role as a pioneering locality in innovation and sustainable growth.
