In the development process of Hoa Lac High-Tech Park in particular, it is necessary to have the determination to become a centre for research and high-tech application as well as a city of science and technology. Enterprises operating in Hoa Lac High-Tech Park should choose to develop key industrial products, call for investment, and train high-quality human resources. From there, produce high-quality products, becoming the "locomotive" of the northern region.

In addition, it is necessary to clearly define short-term, medium-term and long-term development goals, ensuring synchronous development of technical infrastructure, social factors, human resources, and scientific and technological research. At the same time, it is necessary to protect the environment and develop sustainably.
