Making cross-border e-commerce a lever for sustainable export

In the context of the global digital economy, digital transformation and the promotion of e-commerce are becoming one of the key drivers helping Viet Nam integrate, enhance competitiveness, and expand export markets.

This orientation is clearly affirmed in Decision No. 645/QD-TTg of the Prime Minister on the National Master Plan for E-Commerce Development for the 2021-2025 period. Accordingly, e-commerce is identified as a pioneering sector applying digital technology to modernise production systems, distribution models, enhance business efficiency, and create momentum for sustainable export growth.

Creating a conducive environment for e-commerce

To realize these objectives, the formation and development of a synchronized e-commerce ecosystem, from domestic operations to international markets, from manufacturers to international distribution channels, are indispensable. No single enterprise or organization can independently address all the diverse aspects of e-commerce, from technology, logistics, and finance to policy and international market access.

Therefore, the e-commerce ecosystem needs to be built as a multidimensional interactive network, where key components including regulatory agencies, technology solution providers, export manufacturers, logistics and financial units, consumers, training institutions, and media networks all participate, support, and resonate with one another, creating a robust system capable of self-adjustment and sustainable development.

The E-Commerce and Digital Economy Agency under the Ministry of Industry and Trade is actively implementing specific programmes to promote a sustainable e-commerce ecosystem in Viet Nam.

The main focuses include improving the institutional framework and developing policies to create a favourable legal environment; enhancing the capacity of businesses and communities through training programmes and support for small and medium-sized enterprises (SMEs); developing infrastructure and technology with cashless payment solutions, smart logistics, and artificial intelligence (AI); alongside promoting international cooperation and cross-border e-commerce to seek and expand export channels to foreign markets.

Soon, the E-Commerce and Digital Economy Agency will continue to intensify practical activities to create an even more favourable environment for the development of e-commerce. One of the prominent events is the Viet Nam E-Commerce and Digital Technology Application Forum 2025, taking place from September 4–6, 2025, in Ho Chi Minh City, as part of the Viet Nam International Sourcing 2025 Exhibition and International Supply Chain Connection Event.

This forum is expected to be an important bridge, bringing together experts, policymakers, and e-commerce and digital technology businesses from many countries to share knowledge, experiences, and orient breakthrough solutions for the development of e-commerce and Viet Nam’s digital economy in the coming period. The focus will be on four main areas: E-commerce, cross-border e-commerce, e-commerce operations; logistics; digital technology solutions for businesses; and digital financial solutions.

With the cooperation of more than 60 Viet Nam Trade Offices abroad, the forum is expected to welcome over 300 international business delegations from many countries. These international delegations will come to Viet Nam to seek cooperation opportunities, import goods, and connect investments.

In particular, the forum will create opportunities for Vietnamese businesses to trade directly with potential partners in cross-border e-commerce, logistics, and digital technology transfer. The presence of numerous international buyers and investors promises to open up major opportunities for Vietnamese enterprises to expand export markets and participate more deeply in the global supply chain, thereby enhancing competitiveness.

According to Bui Huy Hoang, Deputy Director of the Center for E-Commerce and Digital Technology Development (eComDX), E-Commerce and Digital Economy Agency, Ministry of Industry and Trade, global e-commerce is not simply about opening an online store but is a game that requires a step-by-step approach to mastering the digital value chain.

For cross-border e-commerce to become a long-term growth lever, Vietnamese enterprises need to be more proactive in their mindset of directly approaching international markets instead of merely relying on existing platforms. Currently, many Vietnamese businesses are still stuck at the stage of putting products on platforms without a systematic strategy for building databases, operations, cross-border marketing, and after-sales services.

From the experience of implementing support programmes for businesses over time, Hoang noted that many SMEs entering international e-commerce often struggle with optimising international logistics operations, managing multi-market orders, and especially lacking data on consumer behaviour in each country, region, or specific market. The absence of in-depth measurement and analytical tools makes them vulnerable in competition.

Therefore, Hoang believes that in the context of rapid technological development today, Vietnamese businesses need support to build internal capacity to self-coordinate, optimise, and measure the effectiveness of cross-border e-commerce activities, rather than just “participating” without “mastering.”

To support export enterprises, there are currently many international e-commerce operators working with the eComDX Center to exchange pilot models of goods export via e-commerce, while gradually expanding the scope for Vietnamese exporters in the coming time.

The upcoming Viet Nam E-Commerce and Digital Technology Application Forum 2025, according to the E-Commerce and Digital Economy Agency representative, is not only a place to update technology and for businesses to engage in dialogue with experts but also an important platform for enterprises to connect for business cooperation, develop solutions, and offer opportunities for domestic technology companies to attract investment from foreign funds.
