Consolidating friendship and strengthening cooperation with Latin American countries

Chairman of the National Assembly (NA) Vuong Dinh Hue has left Hanoi for official visits to Cuba, Argentina, and Uruguay at the invitation of the President of the National Assembly of People's Power of Cuba Esteban Lazo Hernandez, President of the Chamber of Deputies of Argentina Cecilia Moreau, and Speaker of the Senate of Uruguay Beatriz Argimon Cedeira.

The visits aim to implement the foreign policy of the 13th Congress of the Communist Party of Vietnam on consolidating and expanding the foundation of political relations and promoting effective and substantive cooperation between Vietnam and its major partners in Latin America across all channels and areas.

Vietnam and Cuba share many historical similarities, with important revolutionary events that changed the destiny of each country and became a great source of encouragement for oppressed peoples around the world. The common points of revolutionary ideals and the heroic tradition of fighting for independence, freedom, sovereignty, and national self-determination have connected the hearts of the people of the two countries, creating a solid foundation for the special relationships between Vietnam and Cuba.

The Vietnamese people always remember the late leader Fidel Castro saying “For Vietnam, Cuba is willing to shed blood!” along with the image of Fidel as the first and only foreign leader to visit the liberated area of Quang Tri in September 1973.

Since the establishment of the diplomatic relations in 1960, the traditional friendship and special solidarity between Vietnam and Cuba have been constantly cultivated and developed. Specifically, the relationship between the two parties plays a guiding role, reinforcing the trust and political foundation for comprehensive cooperation.

The two sides maintain regular visits to each other and online exchanges, especially at high-level exchanges. The Vietnam-Cuba trade agreement took effect from April 2020 with many new trade preferential commitments, facilitating import and export of goods between the two sides. Relations between the legislatures of the two countries have also been strengthened.

In the 50 years since Vietnam and Argentina established diplomatic relations, the traditional friendship and comprehensive cooperation between the two countries have developed positively, especially since the two sides established a comprehensive partnership in 2010. The two sides have maintained visits and cooperation and consultation mechanisms and signed many agreements as the basis for promoting comprehensive cooperation.

Vietnam is the sixth largest trading partner, the fifth largest export market and a key partner in South-South Cooperation Strategy of Argentina in Southeast Asia. Argentina is Vietnam’s third largest trading partner in Latin America. Cooperation between the National Assembly of Vietnam and the Parliament of Argentina has been strengthened through the exchange of delegations and contacts within the framework of multilateral parliamentary forums.

The traditional solidarity and friendship between Vietnam and Uruguay are reflected in the mutual support for the cause of national liberation in the past and the national development today. Since the establishment of diplomatic relations in 1993, the friendship and multifaceted cooperation between the two countries have made positive progress.

The two sides have maintained delegation exchanges and bilateral contacts while supporting each other at regional and international forums on many issues of mutual concern. Economic and trade cooperation has also retained its growth momentum and the two sides are interested in expanding cooperation and promoting potentials in many fields. Cooperation between legislative bodies has also been enhanced, contributing to building political trust and enhancing mutual understanding between the peoples of the two countries.

National Assembly Chairman Vuong Dinh Hue pays an official visit to Cuba on the occasion of the celebration of many important events: the 62nd anniversary of the Giron victory and the proclamation of the socialist nature of the Cuban Revolution, the 70th anniversary of attack on Moncada Barracks, the 60th anniversary of Cuba’s establishment of a Committee for Solidarity with South Vietnam – the predecessor of current Cuba-Vietnam Friendship Association, the 50th anniversary of Fidel Castro’s first visit to Vietnam during the fierce war, including to the liberated South Vietnam.

National Assembly Chairman Vuong Dinh Hue is the first foreign high-ranking leader to officially visit Cuba after the Caribbean island nation successfully held a general election, electing a new National Assembly and important positions of the Cuban State. The visit affirms that Vietnam always attaches great importance to consolidating and strengthening the traditional friendship and exemplary loyalty between the two parties and countries, and that Vietnam always stands by the Cuban people in difficult times, contributing to improving the comprehensive cooperation between the two countries, including parliamentary cooperation.

Taking place amid the 50th anniversary of the diplomatic relations between Vietnam and Argentina (1973-2023), the official visit to Argentina by National Assembly Chairman Vuong Dinh Hue marked a new milestone in the traditional friendship between Vietnam and Argentina, as well as with Latin American countries.

The visit affirms that Vietnam considers Argentina as one of Vietnam's leading partners in Latin America and it also contributes to strengthening the friendship, solidarity, and mutual support between the two countries, making the Vietnam-Argentina Comprehensive Partnership more substantive and effective, including cooperation between the National Assembly of the two countries.

The official visit to Uruguay by National Assembly Chairman Vuong Dinh Hue marks the first visit of a high-ranking Vietnamese leader to Uruguay and takes place the occasion of the 30th anniversary of the diplomatic relations between the two countries (1993-2023).

The visit contributes to consolidating the traditional friendship and mutual support, as well as improving the efficiency of cooperation between Vietnam and Uruguay. It also affirms the message that Vietnam values good relations and wishes to strengthen economic, trade and development cooperation relations with Latin American countries, including Uruguay.

Cuba, Argentina, and Uruguay show their appreciation to the relationship with Vietnam and wish to improve bilateral cooperation efficiency, including relations between legislative bodies.

May the official visit of National Assembly Chairman Vuong Dinh Hue to Cuba, Argentina, and Uruguay be a great success, contributing to making the friendship and cooperation between Vietnam and key partners in the Latin American region more practical and sustainable.
