Developing modern, dual-use security industry

Over the years, alongside the defence industry, the Party and the State have closely focused on the construction and development of the security industry. The objective and essential demands have called for the need to build and develop a modern security industry that is worthy of its role and position and capable of meeting the demands of the new situation.

The security industry is an important part of the nation’s defence and security capabilities and is also a branch of the national industry, serving the protection of national security, ensuring public order and safety, fighting crime, and building the People’s Public Security force.

Elevating development of public security enterprises

Major General Nguyen Thanh Trang, Director of the Department of Security Industry (H08), stated that the People’s Public Security forces are committed to promoting the implementation of Resolution No. 12-NQ/TW, issued by the Politburo on March 16, 2022. This resolution focuses on “Strengthening the construction of a truly clean, strong, regular, elite, and modern People’s Public Security force to meet the demands of the new era.” Among these tasks, the development of the security industry serves as a driving force for the modernisation of equipment under the principle of “people first, weapons second.”

Recently, the Department of Security Industry has advised the Ministry of Public Security and the government on the creation of important legal documents to accelerate the development of the security industry for the new era. These efforts include submitting to the Prime Minister for approval Decision No. 14/QD-TTg, issued on February 26, 2021, which outlines the Plan for Promoting the Development of the Defence and Security Industry for the 2021–2025 period.

This plan establishes a foundation and technical infrastructure for the growth of the security industry and focuses on improving the effectiveness of state management and security industry development. Additionally, the department is developing procedures to establish a second security industrial zone in Hanoi and another in both Da Nang and Ho Chi Minh City.

The department has also collaborated with other entities, such as the Ministry of Defence’s General Department of Defence Industry, to draft the Defence and Security Industry Law and related legal documents.

Research and innovation in science and the application of new technologies have been key focuses for H08. In 2023 alone, the department led six scientific projects, including two at the ministerial level. It has encouraged collaboration with both internal and external organisations to produce specialised security products and dual-use goods for the market.

A successful partnership between the Ministry of Public Security’s Thanh Binh Company and Bien Bac JSC, a private sector company, has resulted in the development of products such as cameras integrated with STM01 software, blockchain-enabled anti-counterfeiting labels, and the CyLock high-security locking system.

Developing the security industry for both security and civilian use

The Party’s resolutions, especially from the 13th Party Congress, emphasise the dual-use nature of the defence and security industry, contributing to both national defence and economic development.

As security challenges evolve, including non-traditional threats and cybercrime, the public security forces are faced with increasing demands. These demands require modernisation of weapons and specialised equipment, pushing security industry enterprises like Thanh Binh-BCA and Thang Long-BCA to innovate and produce high-tech solutions tailored for both the security sector and the civilian market.

Over the past 30 years, the security industry has developed hundreds of specialised products, including weapons, explosive materials, firefighting equipment, and military uniforms. Companies such as Thang Long-BCA, which specialises in firefighting equipment, and 19-5 LLC, which manufactures uniforms, have made significant contributions to both the security forces and the broader market.

As the industry continues to grow, these companies aim to expand their reach, improve product quality, and increase their contributions to the nation’s defence, security, and economy.
